Job Summary: This
position serves as a supervisor for Monitoring and Evaluation Assistants and a
team of enumerators, when needed. She/he will contribute to quality programming
through supporting access to and use of relevant and timely information on
programme scale, relevance, and effectiveness. Within this context, the M&E
officer will provide technical support to area programme staff pertaining to
M&E and build capacity in the area office by identifying and supporting the
implementation of effective, cost efficient and meaningful M&E systems.
Key Duties and Responsibilities:
Planning and
Maintaining M&E Systems
·       
Coordinate
processes to establish and maintain program level M&E systems
·       
Support
and contribute to the development of a data management system through
documentation, implementation and coordination of standardizes information flow
of M&E activities and reporting
·       
Support
in standardizing M&E across projects
·       
Support
in developing data collection methodology and tools, and in actual data
collection, as needed
·       
Support
in data management and development of clear information flow between program
and M&E staff, as needed
·       
Ensure
that monitoring data are reported in a timely manner to relevant program and
managerial staff
·       
Capacity
building and training of program staff on M E technical and conceptual areas,
as needed
·       
Coordinate
regular program review meetings to facilitate dialogue and learning on
project/program Implementation
·       
Liaise
with peer organizations and M E staff in partner agencies to facilitate lessons
learned and coordination
·       
Support
the consideration, inclusion, collection and analysis of indicators related to
cash-based interventions and market based approaches within (and across) NRC,
where appropriate.
·       
Contribute
to the identification of opportunities to implement cash-based interventions
and market based programmes.
·       
Support
the analysis of qualitative information/data collected during FGD or meetings
involving the communities we serve (community based protection programming).
·       
Maintain
project indicator M&E databases; as well as the project level standardized
M&E indicator database aligned to the CO Strategy results framework.
Qualifications, Skills and Experience:
·       
The
ideal candidate for the Norwegian Refugee Council (NRC) Monitoring and
Evaluation Officer job must hold a university degree in economics, rural
development or in other related fields. Prior experience with monitoring and
evaluation required.
·       
At least
3 years’ experience in an international NGO preferably in an emergency or
post-conflict setting, including M&E capacity and systems development
·       
Experience
with and knowledge of principles and current approaches to monitoring and
evaluation in relief and development programs, using both quantitative and
qualitative methods
·       
Demonstrated
ability to transfer knowledge to diverse audiences through training, mentoring
and other formal and non-formal methods
·       
Fluency
in English and local/refugees languages
·       
Excellent
Computer skills, including MS Office (Word, Excel)
·       
Good
communication and interpersonal skills
·       
Strong
organisational and team working skills
·       
Good
cultural awareness and sensitivity
·       
Highly
approachable, trustworthy and confidential
·       
Knowledge
of the NGO operations and the dynamics of the humanitarian sector is a plus
·       
Good
level of proficiency in Windows Excel and quantitative analysis (SPSS
preferred)
·       
Proven
presentation, training and facilitation skills
·       
Ability
to work under pressure, independently and with limited supervision
·       
Ability
to meet deadlines in multiple tasking environments
·       
Ability
to engage and motivate staff in a challenging program area
·       
Good
coordination skills
