Position Title: Property Officer

Reports To: Administrative Supervisor

Division: Immigration & Refugee Program+ (IRP+)

Grade Level: Grade 5, Officer, National

Primary Purpose:

This position is primarily responsible for the Asset management and office supplies records, Scheduling servicing of the assets and General Office maintenance. This position is under General Service Department.

Essential Duties:

  1. Assists in verification of weekly inventory vs physical materials
  2. Confirm materials/supplies received from the vendor in conjunction with the Stores assistant
  3. Review of usage per department.
  4. Assist the Property supervisor in property audit/Asset management and maintenance of accurate records
  5. Running errands i.e. duplication of keys and other minor purchases.
  6. Assist in organizing for meetings in conjuction with the janitors.
  7. Schedule periodical servicing of assets with the Contractors.
  8. Tagging of assets
  9. Assist the Property Supervisor in supervision of the contractors.
  10. Prepare monthly fuel reconciliation sheet for RSC Africa official vehicles to determine top up amount for each vehicle
  11. Scheduling transport for RSC Africa staff and IT deliveries.
  12. Assist in management of RSC Africa staff phone airtime and MIFI data bundles i.e. top ups and monthly renewals.
  13. Inspecting property conditions and coordinating maintenance work.
  14. Assist in retrieving supplies requisitioned by staff from the store.
  15. Help in resolving property related issues in a professional manner.
  16. To contribute to activities of other departments if necessary as directed by the property supervisor.
  17. To assist the Head of Property when planning for future development in line with strategic CWSRSC Africa objectives.
  18. Report any defective equipment, furniture or other office appliances to the property supervisor
  19. Assist the property supervisor to carry out building routine checks to ensure that CWS RSC Africa offices are cleaned properly by janitors.
  20. Performs any other duties assigned in order to improve the operations of the RSC Africa office.
  21. Be aware of and complying with safe working practices as instructed and in accordance with policies and procedures e.g. fire evacuation procedures, data protection.
  22. To assist the Head of Property when overseeing building projects renovations or refurbishments.



  • Four (4) years paid work experience required.
  • Experience in office, stores and Asset management



Education & Certifications:

  • Bachelor’s degree or four (4) years additional work experience in lieu of a Bachelor’s degree required.


  • Manage large and diverse workload under pressure with competing priorities.

    • Analyse and solve complex problems and make sound decisions;
    • Work with minimal supervision
    • Maintain a high performance standard with attention to detail;
    • Work independently and contribute to overall operations of RSC Africa;
    • Actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP).

Special Requirements:

  • COVID Vaccination is strongly recommended for all successful candidates
  • The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
  • This position is based in Kampala, Uganda.
  • This position requires use of laptops at all time, competence in Microsoft office packages is required.
  • This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program
  • Background check which includes references and an educational and criminal check is required before the start of employment for International applicants.
  • A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.
  • Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.
  • Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
