AKF is implementing the Advancing Gender Equality through Civil Society (AGECS) project which is a 30-month (2022-2025) project that will be implemented by the Aga Khan Foundation in partnership with Forum for women in Democracy (FOWODE), Public Health Ambassadors Uganda (PHAU) and Community Empowerment for Rural Development (CEFORD), to implement innovative gender targeted and transformative initiatives to address barriers to participation, decision making and access for women, girls, boys, and men in the specific project geographies.

Position Description

The Monitoring and Evaluation Officer (M&E officer) will lead the implementation of all M&E activities under the Advancing Gender Equality through Civil Society (AGECS) Project that is to be implemented in conjunction with Civil Society Partners (CSO), whose projects are being implemented in Central Uganda(Mukono, Kampala) and West Nile region (Arua District and City) The M&E Officer will be responsible for planning and implementation of baseline, Midline, and end line activities, planning and implementation of regular monitoring activities in partnership with the CSO partners, while supporting the documentation of project progress and capturing impact. The M&E officer will provide technical support to the relevant officers attached to the CSO partners to ensure adherence to the M&E framework and plans developed together with AKF U including developing and disseminating tools for regular data collection, consolidation, and analysis as well as presentation of data.

Key responsibilities

  • Support Establishment and implementation a gender responsive Performance Management Framework (PMF) AGECs.
  • Ensure M&E data needs are integrated into programme quality tools and do not exist as separate M&E or data collection tools and processes.
  • Design programme data quality assessment system including data auditing protocols and process, and conduct data verification, validation, and quality assurance.
  • Support the Project coordinator, in country and regional MERL personnel and key partners’ M&E personnel to plan and implement the various ME activities such as baseline, midline and endline studies.
  • Establish a high-quality, project, end-to-end M&E data management system integrating ICT where appropriate. Ensure all data management systems adhere to AKF’s safeguarding and data protection policies.
  • Support development of appropriate data collection tools and analysis protocols as required and conduct data validation and quality assurance
  • Provide timely and quality M&E data inputs to the regular (monthly, quarterly, and annual) program reports.
  • Work with the CSO partners to establish community feedback loops to ensure they are used in program improvement. Be responsible for all data management needs under the program
  • Support CSO partners to document success stories, and impact from the ground maintaining a rich data base of stories with pictures and case studies on lessons learnt and best practices.
  • Support CSO partners where necessary to strengthen data collection processes and provide feedback where necessary.
  • Participate in updating of AKF online technologies in M&E including the Awards Information Management System (AIMS), and Global Reach System (GRS)
  • Perform other relevant duties as and when assigned, by or via the Country Manager, Programme Manager, and senior management team.
  • Participate in internal and external risk assessment activities with CSO partners and consolidate and analyse data on a weekly, monthly, and quarterly basis.

Required Skills & Experience:

  • Minimum bachelor’s degree in Development studies, statistics, economics, or related field. Post Graduate qualifications in M&E is an added advantage
  • Relevant M&E experience of at least 3 years
  • Strong computer and analytics skills, along with experience managing complex data sets, using different analysis tools is required
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Strong report writing skills
  • Ability to communicate clearly and effectively with diverse audiences in English.
  • Experience of working in multi-cultural and diverse teams
  • Evidence of understanding of and commitment to child protection and safeguarding as well as other vulnerable populations
