Senior Procurement Officer Office of the Auditor General

MAIN PURPOSE OF THE JOB:
Implement and coordinate the procurement and disposal functions of OAG which support end-user through transparent and informative procurement systems to ensure value for money.

DUTIES AND RESPONSIBILITIES:
1. Planning and Budgeting
• Solicit and consolidate user Departmental procurement plans.
• Plan and budget for the procurement unit.
• Submit procurement plans for approval to relevant internal stakeholders.
• Prepare annual Consolidated Procurement Plan to MOFPED and PPDA.

2. Procurement Management System
• Maintain a reliable Procurement Management Information system.
• In-put procurement transactions on the system for further processing.
Prepare Bid Documents for the High Value and Specialized Procurements and Disposals. Prepare submissions to contracts Committee and communicate the contracts committee decisions.
• Draft contracts for submission to the Assistant Manager Procurement for review and approval.
• Draft contract management letters and issue to contract managers.

3. Liaise with the Suppliers/Providers and Other Stakeholders to Ensure Timely Delivery of Goods and Services.

4. Participate in Evaluation of Bids for High Value and Specialized Procurements and Disposals.
• Propose the evaluation team for approval and coordinate the evaluation committee members to participate in the evaluation exercise and schedule evaluation meetings.
Coordinate the evaluation team to ensure the evaluation report and minutes are
• prepared in accordance with the law and standard formats.
• Submit the final evaluation report and minutes to the Contracts Committee for approval.

5. People Management
• Provide support in supervising the team for effective implementation of the OAG activities and compliance with the policy and guidelines.
• Support in training, coaching and coordinating performance appraisal of the team as per the Office of the Auditor General policies.

6. Preparing and Submitting Monthly Reports on Procurement & Disposal
• Populate and consolidate all procurements and disposals carried out in a month.
• Prepare the relevant minutes of approved procurements & Disposals in that given month.

7. Records Management
• Maintain the filing system for all procurement records as per statutory requirements.
• Retrieve procurement records for internal and external audit and review.
Complete and submit accurate weekly and monthly transaction reports.

• Procurement work plan submitted.
• Timely reports submitted.
• Timely preparation of quality bid documents.
• Effective and efficient procurement management system in place.
• Timely delivery of goods and services to OAG.

JOB SPECIFICATIONS:
Qualifications:

• Applicants should be Ugandans aged 35 years and below, holding Either an Honours Bachelor’s degree in Procurement (or Purchasing) and Supply Chain Management or its equivalent OR Full related Professional qualification in Procurement from a recognised University/Institution.
• Full membership to a relevant Professional body is a MUST.

Experience:
• Three years of working experience as a Procurement Officer in the public sector or a reputable organisation.
