Integrated Health Service Delivery Advisor FHI360

We are currently seeking qualified candidates for the position of: Technical Advisor – Integrated Health Service Delivery (IHSD) for a USAID funded health project in Uganda.

Description:
FHI 360 seeks a Technical Advisor – IHSD to provide leadership to and oversight of regional integrated health service delivery and technical assistance (TA) activities for maternal newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition and WASH services at facility- and community level. The Technical Advisor, IHSD reports directly to Technical Director, IHSD and will be based in one of the following regions: Kabale or Moroto. This will require frequent travel to focus districts and health facilities within the region. The person in this position will ensure the project meets stated integrated health service delivery goals, quality standards, and reporting requirements within their region and districts. The Technical Advisor IHSD will also closely work and coordinate with other project health systems strengthening and local partner capacity strengthening counterparts within the project, among USAID and other donors health implementing partners (IPs), and numerous GoU institutions and representatives, particularly at the regional and district level for integrated health service delivery activities. The proposed candidate must fulfill the position requirements detailed below.

Job Summary/Responsibilities:
1. Provide technical leadership on integrated health service delivery and ensure quality of maternal newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition and WASH services in collaboration with and under the direction of project senior leadership.
2. Ensure that the region meets intended service delivery goals, quality standards, and reporting requirements, and collaborate with the project’s regional technical teams to share best practices, challenges and to support achievement of project-level goals
3. Provide technical expertise and experience by contributing to the design and directing the regional-level implementation of comprehensive integrated health programs, and related health system-strengthening and service delivery.
4. Ensure activities are implemented in a timely manner and in coordination and collaboration with partners, and other stakeholders
5. Provide leadership and supervision to the regional technical teams for MNH, FP, child & adolescent health, SBCC and nutrition to ensure the quality of direct services and technical assistance provided through successful implementation.

6. Coordinate implementation of the project technical strategies, policies and SOPs within the region, and ensure they are developed and implemented in accordance with USAID and Ugandan regulations.
7. Support the Technical Director, IHSD to ensure that all technical areas of the project are integrated and maximize the use of available project resources.
8. Establish and maintain strategic relationships with regional and district government structures and other implementing partners across levels to reach a common understanding of the activity, avoid duplication, strengthen and supplement USAID/Uganda programs.
9. Coordinate technical contributions of regional team to the development and refinement of capacity strengthening project inputs (trainings/mentoring/coaching, tools, guidelines, and standards) to support GoU interventions.
10. Contribute to the learning agenda by identifying information gaps that could be filled by secondary data analysis, literature reviews, field testing of new approaches and collaborative learning events; coordinate, oversee and contribute to technical inputs on learning activities.

Qualifications:
1. Master’s degree in a relevant field, such as medicine, public health, or social sciences required. Clinical degree highly preferred.
2. At least five (5) years of experience in managing and/or implementing integrated health service delivery or technical assistance programming addressing MNCH, FP/RH, nutrition, and WASH in a similar context in Uganda. Experience in a clinical leadership role highly preferred.
3. Experience and expertise in evidence-based facility- or community-based MNCH, FP/RH, nutrition, and/or WASH service delivery approaches.
4. Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders.
5. Experience leading moderate to large size teams of health professionals and supervising technical staff in the implementation of integrated health programming.
6. Excellent interpersonal, writing, and English language oral presentation skills.
7. Deep knowledge of the landscape for family health programming in Uganda, including related key GoU and USAID priorities
8. Excellent knowledge of Uganda planning and performance management system, district supervision and the country’s quality of care plan and roadmap.
9. Systems analysis skills applied to RMNCH services desired.
10. Experience working with a USG-funded health programs is desired.
11. Demonstrated ability to create and maintain effective working relations with Ministry of Health and district and regional officials, and other implementing partners.
