About US:

AIDS Information Centre-Uganda (AIC) is a Non-Governmental Organization founded in 1990 to provide Voluntary HIV Counselling and Testing services to the population of Uganda but has since evolved in response to the growing need and demand for integrated HIV prevention, care and treatment services. AIC plays a key role in health and community systems strengthening at the national, regional and community levels supporting more than 63 districts through 8 regional centres in Kampala, Jinja, Mbale, Mbarara, Arua, Lira, Soroti and Kabale. These provide integrated HIV/AIDS services including social support and protection, Tuberculosis (TB), Gender Based Violence (GBV) and Sexual Reproductive Health (SRH) services including family planning, Safe Male circumcision and Cervical Cancer Screening.

 

Job Summary: The Information Technology Officer will be responsible for the day-to-day operational maintenance of the AIC’s ICT systems through the provision of technical support and advice to users across AIC.

 

Key Duties and Responsibilities:

  • Provide technical support to AIC staff on ICT services, systems and networks.
  • Participate in the formulation of AIC’s IT Policies, Standards and Procedures.
  • Define and monitor compliance with processes for the setup and installation of user-end hardware, software, applications, peripherals and others ICT base systems to agreed service levels.
  • Perform network monitoring/analysis, performance tuning, trouble shooting, and escalating problems as necessary to maintain network and systems performance that meets AIC’s demands.
  • Liaise with other IT regulatory bodies like NITA- Uganda, Ministry of ICT and other ICT professional organizations on any ICT related matters to ensure compliance.
  • Participate in building IT capacity within AIC through training and mentorship.
  • Monitor and report on the performance of network, system and application security solutions to highlight areas of non-compliance.
  • Liaise with Information and Communications Technology Manager in developing and maintaining a secure, dynamic and interactive website/ intranet that will enhance AIC’s online presence.
  • Participate in planning, budgeting and reporting in line with departmental guidelines and targets.
  • Data appropriately backed up
  • Participate in the preparation of work plans, strategies and budgets for AIC’s ICT services
  • Assemble new ICT hardware after purchase
  • Monitor allocation and transfer of ICT equipment to staff
  • Install workstations, networking equipment, software systems and programmes
  • Configure and create internal mail accounts
  • Create and manage user accounts on servers
  • Configure internet to groups of staff as necessary
  • Provide end-user support to AIC staff in ICT usage as required
  • Provide training to users on existing and new computer applications as necessary
  • Do trouble-shooting of the ICT equipment and systems, including servers, and carry out or arrange for preventive maintenance and repairs
  • Carry out first-line trouble-shooting and anti-virus/anti-spam/anti-hacking procedures
  • Regularly test software and hardware to ensure they are working properly
  • Continually check the condition of the network facilities, and where necessary arrange for corrective action
  • Make ICT systems adequately available to all AIC staff members
  • Ensure that all AIC computers are updated and support all programs that AIC uses at headquarters and at the regions
  • Carry out regular preventive maintenance on ICT hardware and software throughout AIC
  • Schedule the servicing of computers and other ICT equipment following the relevant technical guidelines, and arrange for the timely implementation of the schedules
  • Supervise the servicing of the generator and the powerhouses
  • Carry out daily control and daily power monitoring of the headquarters and Kampala regional office power houses
  • Carry out daily monitoring of AIC headquarters and Kampala regional office generator, including refuelling and operating it when power goes off
  • Regularly update the AIC website
  • Provide advice and technical support to AIC staff on proper utilisation of the AIC website and the internet at large.
  • Maintain the wide and local area network services and internet accessibility by staff.
  • Liaise with internet service providers in maintaining constant availability of internet services to AIC
  • Monitor corporate e-mail communication of headquarters and the regional offices
  • Carry out server back ups
  • Carry out systems audits on the local area network (LAN) software and hardware
  • Carry out disaster recovery and continuity assurance by backing up data of all AIC staff users
  • Keep up-to-date with technological changes in ICT and advise AIC management on the implications of such changes and possible actions to be taken
  • Prepare periodic reports on the ICT support services carried out, and on the status of the Wide and Local Area Networks

Qualifications, Skills and Experience:

  • The applicant must hold an Honors degree in Computer Science, Information Technology, Computer Engineering or any other relevant courses from a recognized University/Institution
  • Membership of or accreditation to internationally recognized professional body in ICT is added advantage
  • Certification in CCNA, MCSA, MCITP, MCTS, A+, Network+ is an added advantage.
  • Three years of working experience in designing and implementing MIS/ICT systems in a reputable organization
  • Up-to-date knowledge of developments in computer hardware, software and systems
  • Routing and switching
  • In depth knowledge of web development tools ((X)HTML, ASP, JavaScript, CSS, php etc)
  • Knowledge of relational database software (MSAccess, SQL Server or MySQL)
  • Knowledge of the procedures used in the installation, modification, maintenance and repair of ICT hardware and software
  • Basic facts about HIV/AIDS
