The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere College of Health Sciences).

 

About USAID Project:

USAID’s Local Partner Health Services- Kigezi and Lango Activity is made possible by the support of the American people through the United States Agency for International Development (USAID) and is implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region including Lira, Oyam, Kole, Apac, Kwania, Alebtong, Otuke, Amolatar and Dokolo. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services.

 

Job Summary:  The Grants Assistant will be responsible for assisting the Grants Manager with the management of full grant cycle process, including, compliance, quality assurance, data validation, and reviewing grant budgets, and in Compliance with USAID and JCRC policies.

 

Key Duties and Responsibilities:

  • Support in maintaining the Sub-grantees information in the Grants database/tracker and other systems as directed by the Grants Manager.
  • Provide – assistance in pre-award activities for Grant/Contract recipients including review of applications, budgets, pre-award questionnaires, supporting documents, etc
  • Support the review of financial reports and grantee expenditures for allowability, using financial software to track expenditures, and managing funds disbursement to grantees.
  • Assist in the review of Grantee/Contractor work plans, reports, and other deliverables to ensure that they meet Grant/Contract award requirements and work with Grantees/Contractors to improve reporting and performance as needed.
  • Participate in Grants Management team meetings and professional development opportunities to stay up-to-date on developments in the field and compliance requirements.
  • Scanning and archiving of documentation
  • Maintain up to date file management system, ensure all the required documentation is saved physically and electronically.
  • Support the Grants Manager with administrative tasks related to compliance, generating grant documents and payments;
  • Participate in visits to sites, and the Grantee’s/Contractor’s premises and facilities to monitor progress, performance, and compliance with award terms.
  • Wherever necessary support the grants coordination meeting and logistics for both on-site and off-site meetings, including preparing meeting materials.
  • Ensure project funds are used strictly in accordance with JCRC, and USG/USAID rules, regulations, and policies.
  • Additional responsibilities of a similar nature as may be assigned from time to time.

Qualifications, Skills and Experience:

  • The ideal candidate for the Grants Assistant role must hold a Bachelors-level education/training or equivalent experience in Finance and Business Management or related technical fields.
  • At least two years of experience working in Grants related role; – public health programs on USAID funded project is highly desirable.
  • Demonstrated interest and experience in organizational or individual capacity building and/or training.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members.
  • Strong time management/task prioritization skills.
  • Computer literacy required (especially Excel, MSWord and Windows).
  • Strong communication and interpersonal skills;
  • A proven ability to work as part of a team and to be self-managing;
