Job Summary:  Reporting to the Logistics Coordinator, the Logistics Declarations Officer is a qualified and licensed Customs Agent responsible for customs declaration and valuation of the company imports, exports, and re-exports. As a professional Customs Agent, the Logistics Declarations Officer works on behalf of/ on appointment of CFAO Motors Uganda to make accurate classification, valuation, and declaration of the customs entries to Uganda Revenue Authority.  The Logistics Declarations Officer contributes to the overall delivery lead-time by ensuring the clearance and registration process is fast.

 

In this role, the Logistics Declarations Officer ensures CFAO Motors Uganda’s regulatory compliance to all URA’s customs processes / procedures relating to clearance of goods under customs control. The role supports in reviewing and approving the work sheets of the Customs Agents and transporters before they capture entries for goods handled by external customs agents.

 

Key Duties and Responsibilities:

  • Generate, update, and maintain a classification register for the products imported by the company in terms of Harmonized Specification Codes (HSCs) and Tariff Specification Codes (TSCs).
  • Prepare tax worksheets based on proper classification and valuation of the goods / products prior to capturing tax entries.
  • Review and approve tax worksheets for transit entries (WT8s) from the transporters.
  • Works hand in hand with the Bond Keeper to verify and confirm the verification accounts (VAs) for new vehicles and motorcycles in the URA Bonded Warehouse Information Management System.
  • Receive customs clearance instructions from the Sales teams and capture corresponding tax and registration assessments for the motor vehicles and motorcycles required with customer expected delivery date in mind.
  • Prepare payment requests for the taxes and registration fees.
  • Generate, update, and maintain a tracking report of all units under customs clearance at least three times a week.
  • Ensure all exemptions provided by the Sales teams for use in customs clearance have been validated by Uganda Revenue Authority (URA).
  • Responsible for the registration of all non-government vehicles and motorcycles and the purchase of their registration number plates thereof.
  • Responsible for generating registration logbooks and sharing them by e-mail with the Sales teams.
  • Responsible for the transfer in bond, transfer of ownership to the second logbook, re-registration, and de-registration processes.
  • Book and coordinate with the Ministry of Works Licensing Office the inspection of units that require re-registration.
  • Track and follow-up the approval of all requests submitted to the Ministry of Works Licensing Office.
  • Track and follow-up the approval of all requests submitted to the URA EFRIS office for configuration.
  • Custodian of the number plates for all vehicles that require re-registration to other number plate types, or de-registration from specific number plate types prior to return of the applications forms by the customers for onward submission to the Ministry of Works Licensing Office.
  • Adhere to all URA Customs Agent and Customs Bonded Warehouse licensing conditions in compliance with CFAO Motors Uganda’s AEO status.

  • Time-conscious individual with the ability to schedule work / tasks based on importance and urgency.
  • Proactive with ability to work under minimum supervision without abusing the trust accorded to him / her.
  • Analytical skills
