Job Title: Cost Control Engineer

Sinopec Service is engaged in the provision of all project phases service for various sectors, including oil & gas, power, buildings, roads and bridges etc. We are looking for Construction and Project support personnel.
Key Duties and Responsibilities: The primary responsibilities of this position include:
- Prepare commercial portion for bidding documents, review bidder’s quotation and prepare commercial bid evaluation, negotiation with bidder, prepare minutes of meeting and prepare contract until signed.
- Quantities survey and prepare measurement record, review payment documents submitted by subcontractor, prepare payment certificates.
- Prepare invoicing forecast, cash flow, payment ledger
- Collect and summarize market price information.
- Attend commercial related meetings and communicate with related parties
- Participate in critical procurement and subcontract evaluations and negotiations to ensure cost, cashflow, warranties/guarantees and schedule requirements are adequately addressed.
- Ensure that the budgets are controlled before the cost commitments are made, and the commitments are tracked once they are made.
- Assist commercial manager to deal with other commercial issue.
Qualifications, Skills and Experience:
- having widespread experience in Project bidding, evaluation, invoicing and payment.
- Engineering management major, Engineering cost management major, or related major.
- Related professional qualification certificate.
- Oil and gas industry experience is preferred.
- Proficient in EXCEL and PPT.
