Job Description: Watoto Childcare Ministries is seeking a Senior Procurement Officer to oversee procurement planning based on market research and ensure its implementation aligns with operational plans. As part of our team, you will play a crucial role in managing market research, developing procurement plans, and ensuring compliance with procurement policies and procedures.
Key Duties and Responsibilities:
- Market Research and Procurement Planning:
- Manage market research on prices for goods and services to ensure value for money.
- Develop, maintain, and update an annual Master Procurement Plan.
- Manage prequalification of service providers and establish procurement performance indicators.
- Monitor market structure and commodity variances and verify with stakeholders.
- Procurement Processes:
- Develop quarterly procurement work plans and ensure procurement operations align with the plan.
- Ensure compliance with procurement and disposal policies and standard operating procedures.
- Provide expert guidance to senior and line managers on procurement policy implementation.
- Coordinate negotiation processes and source for cost-effective supplies.
- Participate in contract evaluations and ensure clear terms of reference.
- Human Resource Management and Development:
- Orient new staff and explain performance standards.
- Train, coach, and mentor staff to deliver high performance.
Qualifications, Skills, and Experience:
- Bachelor’s degree in Procurement, Business Administration (Procurement), Economics, or relevant discipline.
- Minimum 5 years working experience in a busy and large organization.
- Membership in a professional body.
- Computer literacy in MS Office, MS Project, and database management.
