Position Description: RTI’s Center for Governance is seeking a Human Resources & Administration Officer for the Uganda DRA Project. This role involves the administration, coordination, and facilitation of HR programs, processes, and logistical and operational support services for the Uganda DRA office. The position is based in Kampala, Uganda, and reports to the Finance & Grants Manager.

Primary Responsibilities:

  • Provide HR operations support including compensation and benefits management, HR information management, performance management, conflict resolution, HR communications, and personnel file compliance.
  • Support employment and recruitment-related activities for national and regional staff.
  • Conduct in-country recruitment, drawing on RTI’s database of technical experts and leveraging recruitment networks.
  • Participate in the Operations Start-Up team, supporting documentation for onboarding, contracts, and regulatory filings.
  • Develop and update job descriptions, post job requisitions, review applications, screen candidates, arrange interviews, and complete reference checks.
  • Facilitate and arrange the onboarding process for new hires.
  • Provide administrative and logistics support to RTI-led project activities, including preparing Requests for Quotations, tabulating vendor responses, preparing selection memos, and monitoring Purchase Requisitions.
  • Track vehicle logs and fuel use, keep inventory of project assets, and administer the petty cash fund.
  • Mentor local grantee partners to strengthen their logistical, administrative, and HR management capacity in coordination with the Grants Specialist.
  • Support employee engagement and motivation activities.
  • Benchmark compensation and conduct exit interviews.

Qualifications:

  • Bachelor’s degree and 3 years of experience, or a Master’s degree in Business, HR, Finance, Commerce, Economics, or equivalent combination of education and experience. Basic numerical skills required.
  • Working knowledge of and experience in local labor and employment laws and legal resources.
  • Familiarity with international development systems and policies; USAID experience preferred.
  • High degree of professionalism, discretion, and cultural sensitivity.
  • Ability to work independently and in a team environment.
  • Strong negotiation skills, partnership and collaboration abilities.
  • Strong writing and presentation skills, with the ability to communicate well within and across diverse groups and perspectives.
  • Strong attention to detail, accuracy, and organizational skills, with the ability to work under pressure in a multi-tasking environment.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel, and HR systems.
