UCDA is currently seeking motivated and competent individuals to fill the position of Procurement Officer in their Executive Directorate.

Job Title: Procurement Officer
Directorate: Executive
Department: Procurement
Reports To: Procurement Manager
Duty Station: Kampala

Job Purpose: Coordinate, monitor, and provide technical support in the implementation of procurement and disposal of assets function for UCDA to ensure value for money.

Key Result Areas:

  • Prepare and implement procurement and disposal of assets policies, plans, and guidelines.
  • Draft bid documents, bid notices, statement of requirements, and contracts.
  • Manage the issuance, receipt, and opening of bids or expressions of interests and proposals.
  • Participate and guide Committees in bid evaluation as per set guidelines.
  • Prepare submissions for consideration by the Contracts Committee and support the implementation of their decisions.
  • Maintain complete and accurate procurement files and records.
  • Support contracts management and monitor delivery schedules.
  • Prepare procurement progress reports and other required reports.
  • Liaise with suppliers and stakeholders to ensure timely delivery.
  • Oversee the management of procurement databases including IFMS and GPP.

Qualifications and Experience:

  • Bachelor’s degree in Procurement, Supply Chain Management, or related field.
  • Minimum of CIPS Level 4 or equivalent.
  • Postgraduate Diploma in Procurement will be an added advantage.
  • At least three (3) years of relevant working experience in procurement.
  • Working knowledge of PPDA procurement rules and guidelines.
