About RBF Health: Cordaid has been a pioneer in implementing Results Based Financing (RBF) in the health sector, with successful projects in over 15 countries, including Uganda. In partnership with Amref Health Africa and the Royal Netherlands Embassy in Uganda, Cordaid is contributing to the HEROES Programme, which aims to improve the wellbeing of young people and women in various districts of Uganda.

Position and Responsibility: The RBF Advisor will manage and implement the Heroes project and other RBF health projects, ensuring objectives are met as outlined in the approved technical proposal and budget. The advisor will report directly to the Systems Strengthening Manager.

Specific Tasks and Objectives:

  • Train local stakeholders in RBF, including district authorities, health facility staff, and community-based organizations.
  • Develop and update management tools like the Project Implementation Manual and training modules.
  • Work with the RBF technical unit of MoH and respective District Health departments to develop new data systems and tools, ideally integrated into DHIS2.
  • Take ultimate responsibility for RBF project implementation and financial accountability.
  • Supervise and guide RBF project teams.
  • Manage project resources efficiently and transparently, ensuring compliance with the requirements of the Netherlands Embassy.
  • Monitor project progress, provide advice on changes and improvements, and prepare progress and financial reports.
  • Identify and manage operational and strategic risks.
  • Collect and analyze project data, reporting results and deviations, and providing solutions to minimize impact.
  • Act as a contact person and advisor for the RBF projects towards the RBF technical unit of MoH and Amref health consortium.
  • Represent Cordaid externally, participate in relevant platforms, and ensure alignment with Ugandan Health Sector policies and plans.
  • Perform other necessary tasks to achieve project results.
  • Lead personnel in line with Cordaid’s management style and social policy, focusing on productivity, employee development, and satisfaction.

Qualifications and Requirements:

  • Post-graduate degree in Public Health, Health Administration, Health Economics, or a related discipline.
  • Post-graduate studies in Health economics or health financing or Results Based Financing are advantageous.
  • Relevant experience in Reproductive Maternal, Newborn, Child and Adolescent Health (RMNCAH) and SGBV.
  • Experience managing complex, multi-actor, donor-funded projects with a budget of at least 5 million USD.
  • Experience in Performance or Results Based Financing and health systems strengthening.
  • Technical skills in health research, program, and project performance assessment.
  • Excellent data analytical skills and knowledge of DHIS2.
  • Command of the English language and local languages like Luganda/Lusoga.
  • Strong communication and facilitation skills.
  • Proficiency in software applications like Windows, Excel, Word, Outlook, and PowerPoint.
  • Ability to travel regularly to operational areas in Eastern and Central Eastern Uganda.
  • Flexible and pragmatic working attitude.
