Background:

IRC Uganda operates in sectors such as Child and Youth Protection, Health, Economic Recovery and Development, and Women’s Protection. Offices are located in Kampala, Lamwo, Moroto, Kyaka, and West Nile.

Scope of Work:

The Senior Supply Chain Officer will manage supply chain functions for the PlayMatters Uganda program, reporting to the Senior Operations Manager and the IRC Uganda Senior Supply Chain Manager. Responsibilities include procurement, inventory, asset management, and transport, ensuring compliance with IRC and donor regulations.

Key Responsibilities:

  • Collaboration & Coordination:
    • Work with Programs and Finance to ensure operational integration.
    • Coordinate with the Senior Finance Manager for internal controls.
    • Implement IRC’s standard operating policies and procedures.
  • Compliance:
    • Ensure supply chain policies comply with IRC and donor regulations.
    • Monitor program budget sections and track expenditures.
    • Finalize item forecasts and ensure donor compliance.
    • Manage vehicle documentation and security.
  • Training & Outreach:
    • Develop staff skills in supply chain tools and services.
    • Ensure compliance with IRC procurement, asset, and stock management policies.
  • Systems Management:
    • Oversee procurement, transport, and warehouse management.
    • Ensure clear delineation of procurement roles and vendor information updates.
    • Maintain security levels in collaboration with security teams.
  • Fleet Management:
    • Manage vehicle servicing, repairs, and inventory.
    • Ensure accurate fuel management and maintenance of communications equipment.
    • Oversee vehicle cleaning, inspections, and emergency preparations.
  • Asset Management:
    • Maintain and update asset registers and inventory lists.
    • Conduct routine asset inspections and reconciliations.

Expected Deliverables:

  • Standard supply chain monthly reports.
  • Updated IRC vendor database and price lists.
  • Routine payment projections for Finance.
  • Comprehensive inventory records and regular physical checks.

Qualifications:

  • Education:
    • University degree in Business Administration, Supply Chain/Procurement, or related field.
  • Personal Characteristics:
    • Strong integrity, attention to detail, supervisory skills, multitasking ability, and team spirit.
  • Job Requirements:
    • Knowledge of supply chain procedures (NGO experience advantageous).
    • Familiarity with donor regulations and local laws.
    • At least 3 years’ experience in supply chain functions.
    • Proficiency in English and use of PC spreadsheets.
