Job Description:

The Grants Finance Officer will support the Grants Finance Manager by monitoring specific grants as assigned. This role includes a second layer of project-specific approval for postings, maintaining, and reviewing the project general ledger. The position requires a high degree of analytical and financial reporting skills and involves working closely with program staff and donors to ensure compliance with grant requirements.

Key Duties and Responsibilities:

Grants Financial Planning and Management (20%)

  • Coordinate with project managers and technical coordinators to develop proposal budgets.
  • Ensure consistency and quality between narrative and budget proposals.
  • Provide technical support for project fundraising and donor fund management.
  • Review project cash flow forecasts and participate in project kick-off meetings.
  • Facilitate grant closure procedures and ensure compliance with donor guidelines.
  • Prepare final financial reports as per donor requirements.

Grant Compliance, Information Management, Administration, and Capacity Building (20%)

  • Maintain a schedule/database of grant proposals and ongoing and closed grants.
  • Develop and maintain a grants management calendar.
  • Maintain updated files for approved grants and special projects.
  • Act as the finance focal point with donors and respond to requests for grant information.
  • Organize training for staff on donor procedures and compliance regulations.
  • Participate in grants-specific audits and assessments.

Grant Financial Reporting, Monitoring, and Accountability (25%)

  • Prepare monthly Budget vs. Actual (BVA) reports.
  • Coordinate monthly grant BVA monitoring meetings and document action points.
  • Support budget revisions and provide recommendations for realignments.
  • Conduct grant monitoring visits to field locations and participate in donor monitoring visits.

Grant Income and Receivables Management (10%)

  • Prepare and manage project income tracking schedules.
  • Prepare donor invoices and request cash disbursements.
  • Review grant fund requests and confirm fund availability.
  • Prepare monthly donor receivables and payables schedules.
  • Ensure payroll charges for assigned grants are accurately captured.

Donor Reporting (20%)

  • Manage the reporting schedule and ensure timely, accurate reporting.
  • Prepare accurate financial donor reports.
  • Ensure coherence between financial and narrative reports.
  • Coordinate with ERP developers for reporting tools.

Sub-Grantee Management (5%)

  • Conduct capacity assessments and due diligence on sub-grantees.
  • Review sub-grantee financial reports and conduct expenditure verification.
  • Disburse funds to sub-grantees and provide financial management training.

Qualifications:

  • Bachelor’s degree in Accounting & Finance, Business Administration, Economics, or Commerce; Master’s degree is an advantage.
  • Minimum Level 3 in progressive Accounting certification; full Chartered Accountant or CPA preferred.
  • At least two years of experience in grants management overseeing multi-donor project funds.
  • Experience working with INGOs is an advantage.
  • In-depth knowledge of GAAP and donor requirements.
  • Proficiency in ERP systems and computerized accounting software (e.g., Sage, Unit4).
  • Strong analytical and financial reporting skills.
  • Excellent command of English and strong interpersonal skills.
  • Ability to manage tight deadlines and maintain high accuracy in detailed records.
  • Commitment to MTI Calling and adherence to the MTI Code of Conduct.
