Role Overview
The Liaison Officer – DREAMS will engage with Adolescent Girls and Young Women (AGYW) in the district to identify HIV predisposing factors unique to them and communicate these to the DREAMS technical team. This position also involves advocating for the needs of AGYW and promoting DREAMS programming within local communities and stakeholders.
Key Responsibilities
- Collaborate with Community Development Officers (CDOs), sub-county ambassadors, and peer leaders to identify and develop a pool of DREAMS ambassadors at the parish level.
- Plan and facilitate workshops for PEPFAR DREAMS Ambassadors, providing mentorship and supporting the identification and reporting of violence against children (VAC) and sexual and gender-based violence (SGBV) cases.
- Promote access to and retention on Pre-Exposure Prophylaxis (PrEP) for high-risk AGYW.
- Engage the community to foster support for the DREAMS program and connect vulnerable AGYW to services.
- Participate in advocacy and coordination meetings with implementing partners to ensure AGYW’s voices are represented in decision-making processes.
- Work with Sub County and Parish Coordinators to maintain functional safe spaces for AGYW to support DREAMS service layering.
- Assist in the implementation and monitoring of the DREAMS program, documenting success stories and addressing service delivery issues.
- Promote quality improvement initiatives and position DREAMS programming as a model for positive youth development.
- Raise public awareness about the DREAMS program and the factors affecting AGYW in the community regarding their risk of acquiring HIV.
Person Specification
- Age: Must be between 18 and 27 years old.
- Availability: Must be available to work full-time.
- Language Proficiency: Must be able to read and write in both English and the local language of the DREAMS district.
- Experience: Must be a graduated beneficiary or have engaged in the DREAMS program for at least one year.
- Residency: Must be a resident of the DREAMS district.
- Skills:
- Natural leadership skills.
- Good training, facilitation, and coordination skills.
