The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: The Locum Program Officer will work in collaboration with the DBT Manager guided by technical oversight of technical leads to support continuity of prioritized lifesaving HIV/TB services within the assigned district. S/he will work closely with DHT/facilities to ensure that critical quality HIV /TB testing and treatment activities are in line with government of Uganda and project/donor priorities and policies.
Key Duties and Responsibilities:
- Work with the district/site team in planning, implementation, monitoring and reporting on prioritized lifesaving HIV/TB testing, Adult and Pediatric/Adolescent Care & Treatment and management services.
- Work with the district/site teams to transition to pALD all eligible pediatrics at supported sites.
- Work with the Community & PSS officers to coordinate skilling of Community Health Extension Workers (CHEWs) in the prioritized district(s).
- Work with locum Logistics & supply chain advisor to sustain life saving commodity availability within the supported district.
- Contribute to documentation of the best practices, success stories, abstracts in the supported district/cluster.
- Spearhead district engagement with the district leadership for program priorities/ plans/activities.
- Develop customized work plans, weekly and district activity reports and budgets.
- Perform any other duties as requested and assigned by the supervisor.
- Work with district/site teams to provide prioritized lifesaving PMTCT/EID services
- Work with the site teams & cough monitors/Community Linkage facilitators to support TB case finding, case holding and access to TB treatment & preventive therapy.
- Work with the locum MEO to ensure accurate and timely data collection, monitoring and reporting for prioritized lifesaving services within supported cluster.
- Work with the locum Laboratory advisor to ensure effective coordination of the laboratory hub/sample transport network and optimal utilization of the GeneXpert, Truenat, CrP and POC/EID/VL and LIMs platforms for client sample/result management within supported district.
Qualifications, Skills and Experience:
- Degree in Medicine or Nursing with Public Health/ project management as an added advantage
- At least 3 years of working with donor funded HIV/TB programs.
- Experience working with local government/districts and willingness to work upcountry.
- Excellent command of data analytics, data use for decision making
- Excellent written, oral communication and presentation skills
- Ability to develop Activity plans and budgets.
- Computer proficiency in word, excel and power point.
