Job Summary
The MEL Manager will be responsible for designing, implementing, and overseeing the program’s monitoring, evaluation, and learning framework. This role will ensure that datadriven insights inform decision-making, program improvement, and reporting to key stakeholders.
Key Responsibilities
MEL System Design and Implementation
- Develop and implement a robust MEL framework, tools, and methodologies to track program performance and impact
- Establish data collection, analysis, and reporting mechanisms to measure progress against program goals and objectives
Data Collection, Management, and Analysis
- Oversee data collection, entry, cleaning, and storage processes to ensure accuracy, consistency, and security
- Design and manage databases for tracking program indicators and participant progress
Learning, Adaptation, and Knowledge Management
- Facilitate learning and reflection sessions with program teams to enhance adaptive programming
- Develop knowledge products, including case studies, success stories, and reports, to document lessons learned and best practices
- Promote a culture of evidence-based decision-making and continuous learning within LGF and partner institutions
Capacity Building and Technical Support
- Train program staff, school leaders, and teachers on MEL frameworks, tools, and reporting requirements
- Provide technical guidance on data collection, management, and analysis to ensure program teams effectively use MEL tools
- Support teachers, mentors, and education stakeholders in integrating data-driven decision-making into their practices
Reporting and Compliance
- Develop and submit high-quality MEL reports for internal and external stakeholders, including donors, partners, and government agencies
- Ensure compliance with donor requirements and international best practices in monitoring, evaluation, and learning
Partnership and Stakeholder Engagement
- Represent LGF in national and international MEL forums to share program insights and best practices
- Foster strong relationships with implementing partners and stakeholders to enhance coordination and program impact
Qualifications and Experience
- Bachelor’s Degree in Statistics or any Mathematics-related field plus a Post-graduate Diploma in Monitoring and Evaluation
- A Master’s degree in Monitoring and Evaluation, Statistics or a related field.
- A minimum of 5 years of experience in monitoring, evaluation, and learning preferably within the humanitarian or development sector
- Proven expertise in designing and implementing MEL frameworks for large-scale education programs
- Strong knowledge of quantitative and qualitative research methods, data analysis software (e.g., SPSS, STATA, NVivo), and digital data collection tools (e.g., KoboToolbox, CommCare, ODK)
- Strong facilitation and capacity-building skills, with experience training teams and partners on MEL approaches
- Ability to travel frequently to field sites and engage with diverse stakeholders
