Background
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

Purpose
The M&E Manager is responsible for overseeing the implementation of the Monitoring, Evaluation, and Learning (MEL) plan and managing the project’s MEL system. S/he works with technical staff to develop data collection, storage, and analysis tools; trains staff and partners on MEL operations and methodologies; and conducts data analysis to support reporting and communications. The M&E Manager also oversees periodic performance evaluations, captures and disseminates lessons learned, and highlights project successes.
Principal Duties and Responsibilities
Implement the project’s approved MEL plan
• Organize the collection of data in accordance with the MEL plan
• Ensure data quality and integrity by periodically conducting field visits and spot checks to verify data and investigate any data anomalies

- Identify and track reliable secondary (external) sources of data
• Conduct periodic training for project staff, stakeholders, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making
• Maintain the MEL system, periodically evaluate its effectiveness, and adjust as necessary to provide the project with accurate and useful data
• Oversee the implementation of the Data Quality Assurance Activities
• Contribute to the development of annual work plans and review the relevance of the MEL plan against these work plans
• Ensure that processes of data management adhere to national/recommended standards
• Participate actively in program planning process and coordinate compilation of Annual workplan Communicate MEL information
• Compile and analyze relevant data on project indicators for contractual reports
• Provide as-requested MEL data to the client in a timely manner
• Extract data from DHIS2, WAOS, PIP, clean, sort, categorize and organize data for analysis and subsequent submission through DevResults
• Work with partners to ensure that data submitted in DATIM, PPMR, PPMRm and PPMR HIV are accurate and represent what is on the ground
• Upload GHSC-PSM achievements in the USAID Performance Reporting System (PRS) plus other relevant databases such as DATIM
• Participate in collection, analysis, and submission of data for special surveys as requested by
USAID and MOH
• Oversee Knowledge Management and Communication (KMC) activities including coordinating development of success stories and other KMC materials in consultation with KMC team at HQ
• Share learning from M&E processes with the wider team
• Collect and disseminate lessons learned and best practices to internal and external stakeholders, as appropriate
• Oversee the compilation of quarterly and annual activity reports
• Perform other duties as required and assignedQualifications and Desired Attributes
• Bachelor’s degree in B. Stat, BSc (Econ), BSc (Stat), B. Quantitative Economics, or any other relevant degree. A higher degree in public health will be an added advantage

- Minimum of five years’ experience developing and implementing monitoring and evaluation systems in a development context as well as experience in supply chain management for health commodities
• PEPFAR and USAID reporting experience required
• Prior experience with GHSC-PSM preferred
• Strong analytical skills and computer skills in Word, Excel, Access, and other programs required
(some experience with a statistical package such as SPSS, STATA, or SAS preferred)
• Solid writing and communication skills in English are required
• Ability to meet tight deadlines and prioritize effectively, to convey results to non-technical stakeholders, and to generate interest in the use of monitoring, evaluation, and learning results and help staff make programmatic improvements desire
• Strong verbal and written communication skills in English
• Experience supervising teams and managing direct reports
• Proven ability to work as part of a team and to be self-managingLevel of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
