Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities

Purpose
Within GHSC-PSM, the Systems Support Manager: Subnational is responsible for implementing technical activities related to the project-supported supply chain at subnational level. S/he will be part of a team supporting initiatives to strengthen health commodities supply chain capacity and ensure sustainable performance at regional, district, and facility levels in Uganda.

Principal Duties and Responsibilities
• Under the leadership and guidance of the Supply Chain Technical Director, support implementation of GHSC-PSM activities and initiatives that aim to sustain supply chain achievements and competencies at subnational level in Uganda

  • Monitor facility-level commodity orders via approved digital systems (e.g. Web-based ordering platforms (NMS+ CSSP, DHIS2 and JMS IOS), national client satisfaction survey data, ensuring accountability for USG-funded deliveries, enabling redistribution to prevent stockouts, and supporting planning, budgeting, and ordering at health facilities
    • Work with subnational team members to implement initiatives that sustain supply chain performance in regions, districts and health facilities and close supply chain gaps in collaboration and coordination with Regional IPs.
    • Support districts to build capacity of service delivery points in using Web-based ordering platforms (NMS+ CSSP and JMS IOS)
    • Train Regional IPs and District to utilize approved data systems to monitor supply chain indicators and develop use findings to address gaps. Indicators include ordering, reporting and stock status by health facilities and order fill rates by warehouses
    • Monitor eLMIS and EMRs by health facilities and provide timely feedback to the regional IPs and the districts for intervention to address gaps
    • Monitor vaccines reporting and provide timely feedback to the IPs and districts
    • Train, mentor, and manage the performance of Systems Support Specialist: Subnational
    • Supervise systems support project personnel, including subnational support team members
    • Exhibit Chemonics values and build a culture of “living our values” within the team
    • Other duties as assigned by supervisor

    Qualifications and Desired Attributes:
    • Bachelor’s degree in pharmacy, Public Health, or related field. A relevant master’s degree is an added advantage
    • A minimum of six years of health supply chain management progressively increasing responsibility working on large comprehensive and complex health programs in Uganda

Ugandan employment opportunities

  • Work experience and track records of success in providing pharmaceutical management technical assistance
    • Knowledge and comprehensive understanding of the Uganda health supply chain system and stakeholders
    • Computer skills, including knowledge of (but not limited to) Windows, Microsoft Word, Excel, Power Point.
    • Good understanding of functionality of supply chain data system including PIP, RxSolution, NMS+ CSSP, JMS IOS and DHIS2 preferred
    • Prior experience with USAID-funded projects or GHSC-PSM preferred
    • Demonstrated management skills, including planning and performance management experience
    • Experience supervising teams and managing direct reports
    • Experience in supply chain management with a focus on supply chain data analysis
    • Strong verbal and written communication skills in English.

    Level of Effort and Location
    This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.

    Supervision
    The System Support Manager: Subnational will report to the Technical Director, Systems Support or his/her designee.
