Job Title: Youth Empowerment and Skills Officer Organisation: Norwegian Refugee Council (NRC)

Key Duties and Responsibilities:
- Support implementation of delegated project portfolio according to plan of action.
- Prepare and develop status reports as required by management.
- Promote and share ideas for improvement of project delivery.
- Ensure proper filing of documents and project records.
- Conduct regular monitoring and provide feedback to improve programme quality.
- Ensure youth safeguarding, inclusion, and feedback mechanisms are integrated.
- Represent NRC in coordination meetings with youth-led structures and partners.
- Ensure visibility and accountability standards are adhered to in youth programming.
- Perform any other duties as assigned by the line manager
Specific responsibilities
- Lead in the community sensitization of the project in the target communities
- Organize and undertake youth training or workshops e.g. in Youth-led Advocacy and human rights, Communications, Human Rights, Sustainable Development, Social Accountability, smart enterprise and Business skills, Digital literacy, Project Management, creative activism etc.
- Raise procurement requisitions as per procurement & spending plans for power project related activities.
- Coordinate Field Monitoring for grantees (RYLOs) to ensure projects implementation is on track.
- Establish and maintain strong working relationships with POWER participants and mentors, ensuring that they are informed and participate through monthly check-in meetings, feedback mechanisms and joint problem-solving sessions.
- Assist in developing communication materials, reports, case studies, and newsletters.
- Track project outputs, update activity trackers, and support monthly and quarterly reporting.
- Support project participants to meaningfully interact with POWER digital tools and platforms through information and troubleshooting sessions.
- Collaborate with the M&E team to collect data and assess project outcomes.
- Support the integration of POWER’s methodologies into other sectoral programming (ICLA, Protection, etc.).
- Provide technical support on digital engagement to other CO colleagues upon request.
- As requested, represent NRC in internal and external coordination forums, workshops, and meetings, sharing experiences, lessons learned, and best practices with relevant stakeholders.
Qualifications, Skills and Experience:
- At least 3 years’ experience in youth programming and development work, training facilitation, or community engagement.
- Experience working in urban displacement or refugee contexts
- Strong organizational and communication skills
- A self-starter, organized and highly motivated person
- Proficiency in Microsoft Office, Google Suite, Interactive Media, or other digital tools and Technologies.
- Fluent in English (spoken and written)
Desirable:
- Experience supporting or working with young people at a tutor/instructor/mentor level.
- Familiarity with design thinking, innovation, and creativity.
- Working knowledge of a local language, Luganda, Kiswahili, Arabic or French
