Key Duties and Responsibilities:
- Participate in the review of documents and files in the Electronic Data Management System issued by the EPC to ensure they are of sufficient quality to be utilized for MIE activities and by Maintenance Personnel onsite during the Operational phase.
- Technically led the MIE development process with respect to Electrical. Provide detailed input and contribute to the overall MIE strategy development for maintenance and spares parts and provide technical support into detailed maintenance requirements of equipment
- Participate in the review of documents and files in the Electronic Data Management System created and issued by the MIE Contractor.
- Participate in inter-discipline MIE activities including maintenance and criticality strategy development, global maintenance plan preparation, writing of maintenance plans and procedures. Ensure that all MIE deliverables are in line with National Legislation, Affiliate and COMPANY Specifications and Best practices.
- Ensure the preparation of complex site maintenance procedures including black start, electrical switching, grid connection procedures prepared by site supervision, ensuring incorporation of best practice.
- Ensure that the Electrical Authorization/Habilitation and overall Electrical Safe System of Work are well implemented. Prepare authorization plan for conduct interviews for appointment of Site Electrical Team.
- Take active role in the Operating spare parts selection process and procurement activities and assist Spare Parts Coordinator as required with the detailed spares requirement per equipment including inspection and storage of spares in COMPANY warehouse(s).
- Preparation of Company Management System (CMS) documents within area of responsibility
- Attend SAT/FATs at vendor premises as required
- Assistance with the Commissioning/start up teams and Production/Maintenance/Inspection COMPANY teams as required.
- Develop Digital Tools and applications to that are required to effectively manage maintenance operations post Startup
- Develop Electrical procedures dedicated to National Grid connection with interfaces with UETCL
- Lease with ERA and Permitting team to prepare all required permits to start operation
- Actively support the EPC in the deliverables of an efficient SECE system and ensure that the associated operational maintenance of assurance (maintenance, testing) is implemented as part of the identified maintenance regime.
- Provide technical support for the recruitment and training of future maintenance engineers.
- Implement a training and development plan for subordinates with team and provide technical input to training plan for site personnel.
- Develop technical Scopes of Work for Specialized Maintenance Contracts (SMCs) and be the technical duet for the Call for Tender process.
- Obtain Uganda Electrical Regulator Authority Class A status.
- Undertake the TEPU Electrical Technical Authority role as defined in Electrical Safety Rules.
Operational Phase (additional to Project activities)
- Provide specialist technical/engineering advice and guidance to site personnel on the operation and maintenance of instrument and control system equipment ensuring highest safety standards, a timely response to queries and minimal disruption to operations
- Assist the department management and planning team in implementing the scheduling of discipline maintenance activities ensuring that site personnel have all resources (resources, materials, procedures) to timely execute the tasks.
- Participate in the development of local Ugandan engineers
- Ensure that all activities are carried out in a safe and effective manner and that all interventions are controlled by authorized persons, satisfy statutory and Company standards and that no hazardous incidents or events occur.
- Lead investigations into equipment failures and outages liaising with HQ specialists and vendors as required. Document finding along with corrective actions.
- Prepare reports relating to equipment performance and compliance to meet local authority and HQ requirements.
- Act as SECE Guardian for identified Performance Standards ensuing technical compliance and assurance of the Performance Standards within.
- Ensure local legislation is complied with in the execution of maintenance activities
- Review and prioritize all outstanding discipline modifications and ensure that they are addressed within the requisite timeframe.
- Prepare scopes of work and economic justification for modifications ensuring they are correctly engineered, documented and reported, and that all maintenance activities/modifications are implemented in accordance with statutory/Company standards and correctly closed-out
- Responsible for managing specific budget lines, monitoring costs and ensuring that expenditure is within budget
Accountabilities
- Implement electrical equipment management and maintenance support to ensure targeted production efficiency
- Ensure highest safety standards and continuity and optimization of production
- Provide all aspects of engineering/technical support and assistance to site-based teams
- Develop and maintain productive and constructive relationships with site-based personnel, office operations/technical teams and external contractors/vendors
- Contract Representative for nominated contracts and specific scopes of work
Qualifications, Skills and Experience:
- Degree in Electronic, Electrical, Instrumentation and Control engineering from an accredited university or equivalent.
- Experience:
- Minimum 12 years’ experience Electrical maintenance in an oil & gas or petrochemical environment, two years of which must have been spent working on an operational plant.
- Experience in a similar position working for operations in the Oil & Gas sector in a supervisory position, especially in Electrical engineering/and operation
- Must have good working knowledge of codes and standards used in the industry (NEC, NEMA, ISO, IEC, ATEX, NORSOK, ASME, ASTM, API, ANSI etc….)
