Project information

The INCLUDE (Inclusive Livestock Development for Smallholder farmers) PIP Advisor is one of the twelve (12) advisors within the INCLUDE project. The PIP adviser forms part of the Busoga regional team. The project is funded by EKN and is implemented in selected districts of Busoga, Kigezi, Rwenzori and Ankole regions.

SNV started the implementation of this 5-year project in April 2024, funded by the Royal Netherlands Embassy (EKN), Kampala, Uganda. The project aims to improve resilient livelihoods and realising a living income for 75,000 smallholder livestock farmers, in Busoga, Rwenzori, Greater Ankole and Kigezi regions. INCLUDE is also aiming to have 37,500 acres of agricultural land under improved management as well as improving SHF access to input, output markers and access to affordable credit.

To address the above the project will apply the Participatory Integrated Planning (PIP) approach. The PIP approach is an innovative way of transforming small-scale subsistence farm households into more productive and sustainable farms. It is based on a visionary Integrated Farm Plan which is developed and drawn on a map by all family members, as well as a concrete action plan on how to realise that vision. Changing farmers’ mindsets by motivating them to transform their reality through conscious collective action is at the core of the PIP approach while adopting the farming systems approach integrating livestock and crops, having livestock (dairy cattle, sheep, goats, poultry and pigs) as an intervention entry point.

Job Purpose

The Participatory Integrated Planning (PIP) Advisor will introduce, implement and monitor the PIP approach in the selected project communities and will provide technical insights and advisory services on supporting selected communities and small holder farming (SHF) households (HH) in those communities to develop a 5-year development vision and therewith related action plan. The PIP Advisor is specialized in community and SHF HH development plans and provides technical services on relevant products and interventions. The PIP Advisor gives input to smallholder farmers to meet the agreed objectives and realise successful interventions. The PIP Advisor identifies opportunities and areas for improvement, to ensure quality delivery. as well to be supportive in preparing relevant concept notes (CN), Terms of Reference (ToR) as well as supporting the PM in annual reports.

The PIP advisor will manage a team of 50+ PIP field officers, partly INCLUDE employed staff and a large number of field officers contracted via local service providers.

The Job requires regular travel within Busoga region, but also to the other three project regions to activate, guide and monitor PIP communities, conduct fact findings and assessment of PIP implementation, and for regular consultation with peer projects, funded by EKN.

Job Description

Responsibilities

  • Introduce, implement and monitor all PIP activities, including the planning, inception, implementation, within scope, budget, timeline and acceptable quality levels
  • Take responsibility for the relationship with relevant project partners, both present and in the future including local & national government and international organisations
  • Contribute to the design of follow-up interventions, taking leadership of design process in consultation with the PM
  • Act as technical lead for the introduction of PIP and aims to create an environment for the implementation PIP to meet its objectives.
  • Contribute to SHFs household knowledge development, ensure lessons learned are harvested, documented, communicated, and applied in daily practice and may be appointed as (national) focal point of an expertise network.
  • Participate in INCLUDE strategic positioning meetings and act as a representative and knowledgeable face of the SNV organisation to the project partners and the donor EKN.
  • Identify opportunities for Business Development policies and procedures

Qualifications

  • Master’s degree in Agriculture, Agribusiness, social sciences with specialization in Community Development, Natural Resource Management, Land use and Management, Agroforestry and any other relevant technical field.
  • A minimum of 10 or more years’ experience in development work and project implementation or technical field
  • Experience in working with household participatory approaches with local communities of not less than  8 years in related projects/programs.
  • Experience with relevant technical models such as INRM, catchment management, agribusiness, private sector engagement and local Value Chain Development, among others.
  • Experience in community work and engagement Agricultural, Economic Development, Livelihood and specific technical expertise such as GESI, Farming Systems, Sustainable agriculture, land use and management or crop production is an added advantage.
  • Experience in applying the PIP approach (or similar methodology) at both the conceptual and operational level is a key requirement.
  • Ability to work effectively with multiple partners including (local leaders, government parish, sub-county, village officials), other NGOs, value chain actors in the communities.
  • Ability to ride a motorcycle with a valid riding permit is an advantage.
