Land Rights Logistics Officer ZOA Uganda

The Logistics Officer Land Rights is the focal point for logistics to support the delivery of capacity development activities at district and sub county level (in Rwenzori, Busoga and Lango regions).

Duties will include supporting procurement (according to the ZOA Procurement Guidelines), transport and fleet management (vehicles and motorbikes), driver support, IT support for team members, asset management, supporting health & safety and security of ZOA project staff.

Project specific details: The overarching objective of the A-GRIP project is to contribute to: “Strengthened, food secure and resilient farming systems through increased accessibility, availability and quality of land tenure security, agriculture and food security services in 16 selected districts of the Busoga, Elgon, Kigezi, Lango, and Rwenzori regions in Uganda.”. The A-GRIP project uses a Results Based Financing (RBF) approach.

The capacity development activities (under outcome area 1 of the A-GRIP project) will be implemented by ZOA in Rwenzori, Busoga and Lango Regions and by other partners in other locations. ZOA has a strong track record in delivering land rights projects in northern Uganda,

Capacity development for customary land management is a prerequisite for the RBF roll-out to be a success. Capacities will be developed at district and sub county levels to fulfil their roles in awareness creation, conflict mediation, land registration and administration. Master Trainers will be assigned to deliver the actual training, with support from the ZOA Land Rights Capacity Development team in the first two years of the project (expected to run from November 2024-October 2026).

Responsibilities
Procurement
• Supports procurement of goods and services to support the capacity development activities of the RBF project, including catering services, stationery, fuel, and other supplies for the team
• Maintains clear understanding and adherence at all times to ZOA Procurement Guidelines
• Ensure all documentation is maintained / uploaded in ZOA’s procurement system
• Maintenance and updating of suppliers database
• Assists staff as needed on creating clear and understandable purchase requests and other documentation.

Driver support and vehicle management
• Support (and line management) to project driver to ensure vehicle is maintained, fuelled and equipped with necessary equipment in liaison with Logistics Kampala
• Liaison between driver, project team and Project Lead to ensure vehicle is used efficiently to support the project, with journey planning and routing
• Schedule vehicle use to meet programmatic and operational needs
• Oversee fuel consumption purchase and tracking fuel consumption
• Ensure that security incident or accident reports are completed and filed (related to vehicle)
• Organising transportation of materials to colleagues at field level

IT support
• Supporting project team with internet access;
• Ensuring IT assets are maintained and kept in good working condition at all times, physical checks on their location and usage

Asset management
• Supporting safeguarding of all ZOA assets related to the project and maintaining and updating assets register and submit quarterly assets list to Logistics Coordinator, and any repairs or maintenance needs

Staff safety and security
• Ensure safety equipment is in place and well maintained, to ensure staff safety and security
• Share information and updates regarding security and staff safety
• Ensure compliance with security procedures and policies as determined by country leadership

Requirements
Knowledge & experience:
• Bachelors degree in Procurement & Logistics, Supply Chain Management or relevant field
• Minimum working experience of 2 years in logistics, preferably for an (I)NGO
• Proven skills in logistics and procurement
• Know-how of vehicle and office maintenance
• Familiarity with IT and communication equipment
• Good command of English
• Valid Uganda driving licence
• Desirable: experience in training and support to colleagues on logistics related functions
• Desirable: experience in carrying out quality checks on procurement processes and procedures

Skills:
• Interpersonal skills – able to communicate well written and verbally
• Technical skills, e.g. IT, vehicle maintenance, building maintenance, asset management (at least one of these areas)
• Organised and self-managing, with good planning skills
• Able to follow organisational policies and procedures, with a logical and consistent application of principles and concepts
• Ability to work individually as well as in a team
• Proactive and focussed
