Head of Procurement & Contracts Department

Location: Kampala, Uganda however can be mobilized to Lake Albert area, other construction sites or other cities as required.

Primary function:

• Manage the execution of Petroleum Contracts, Production License, Joint operating Agreements.
• Manage the Company’s procurement, contracting, National Content and logistics activities..

Responsibilities:

• Responsible for the development of the Company’s Procurement and Contracting policies & procedures, National Contents objectives and strategies, Contract Management Procedures and logistics processes etc.
• Manage the execution of Petroleum Contracts, Production License, Joint Operating Agreements.
• Oversee the preparation of the Company’s Annual Procurement Plan and ensure its implementation.
• Manage the Non-operators in accordance with the JOA, the assets in Block 1, EA 1 and Block 2 of Albert Basin and coordinate with Partners in procurement of goods and services.
• Manage National Contents activities of the Company in line with National Content regulations, laws and policies.
• Manage site operations and logistics activities for the Company and ensure oil and gas standards are maintained.
• Define the department staffing requirement, develop department organization chart, establish and implement staff recruitment program according to the project progress and Company operation need.
• Mentor, coach and train the team members.
• To complete the other tasks assigned by superior, such as operatorship transfer, early production crude oil sales, land acquisitions etc.

Requirements:

• Bachelor’s Degree in Supply Chain Management, international commerce. petroleum engineering or the related.
• At least 20 years working experience including 10 years’ experience in Oil & Gas industry and 8 years of which should be in managerial position experiences.

Knowledge:

• Extensive knowledge of Petroleum laws, PSA. and international business.
• Extensive knowledge of Supply Chain Management.
• Knowledge of operation of oil and gas assets.
• Understanding of oil E&P.

Job Education: Bachelor’s degree

Job Experience: 20 years

Work Hours: 8
