Supply Chain Manager World Vision Uganda

World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position: Supply Chain Manager
Report to: Supply Chain Management and Support Services Director
Location: Kampala – National Office

Purpose of the position:
We are looking for a professional with high integrity who has extensive experience in Supply Chain Management to lead WV Uganda Supply Chain Operations. The Supply Chain Manager will be responsible for executing a strategic direction for Procurement function within World Vision, driving strategic sourcing, building strategic relations with suppliers for effective and efficient deliverables and ensuring full compliance to World Vision Global Supply Chain standard.

Key Outputs/Responsibilities
To lead and Drive National Office Strategic Sourcing and Negotiation
• Monitor business trends and product availability to pay the best price for company goods and services without sacrificing quality or delivery times
Nurture relationships with suppliers to negotiate the best prices for company
Identifiy and research for potential new suppliers
• Develop and implement WV Supply Chain strategy for procuring, storing, and delivering goods or services to WV Uganda through standardization and integration of procurement activities of WV Uganda with target:
• Ensure Signed framework agreements of all standard products
• Manage Consistent and effective sourcing strategic sourcing process with Negotiated saving
• Ensure all procurements to National Office are centralized

To ensure excellent execution of Core WV Supply Chain Metrics
• To lead the National Office Supply Chain function for timely delivery and excellent execution of core WV Supply Chain Metric:
• Ensure spend through Online ProVision Systems
• Ensure spend is made through contract
• Ensure on time payment
• Ensure saving through strategic sourcing

To ensure full compliance to WV Policies and promote transparency.
• Oversee management of procurement and other logistics to ensure the full compliance to WV Supply Chain standard and ensure all purchase transactions are done through transparent process and fully documented.
• Ensure WV Supply Chain policies are adhered to.
• Ensure clean audit.
• Ensure all suppliers or vendors are 100% screened through Watchdop pro for Blocked Parties
• Ensure a Prequalified list of vendors list in place and updated monthly
• Conduct regular supplier audit.
• Conduct Fraud and Zero tolerance training to Suppliers or Vendor

To lead in timely Communications and Coordination.
• Ensure timely and healthy relationship with internal and external stakeholders
• Nurture relationships with suppliers to negotiate the best prices for company
• Identify and research potential new suppliers
• Participate in preparation of procurement planning
• Work closely with business for timely completeness and conformance to user requirements.

To manage, motivate and develop high performance and effective Supply Chain Team.
• Provide overall leadership to the supply chain management team and to provide staff with timely guidance on following the procurement processes, procedures and policies.
• Ensure annual Operating plans in place
• Ensure performance agreements in place.
• Ensure staff are aware of their targets and expectations.
• Ensure policy standards are adhered to.
• Ensure good ethical conduct
• Ensure the right people with the required skill sets are well aligned with job requirements and skill gap filled.
• Ensure to train & mentor staff for growth and productivity.

Minimum education, training and experience requirements to qualify for the position:
Bachelor’s Degree of Supply chain or Procurement. Master degree is preferable.
• Professional in Supply Chain/Procurement with minimum of 5 years experiences leading Supply Chain or Procurement functions.

• The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
