ACORD-U (Agency for Cooperation in Research and Development – Uganda) is an indigenous Non-Governmental Organization (NGO) working for social justice and development. ACORD has been working in Uganda since 1979 with operations in over 25 districts across Uganda. The ACORD-U works in conjunction with people who have been denied their basic rights, helping to better understand, to challenge, and to change the situation in which they find themselves.

 

Job Summary: The Case Management Specialist will work in close collaboration with the other Specialists, District Project Coordinator, and other relevant project staff.

 

The regional Case Management Specialist will support the technical implementation of the USAID-OVCWC Activity multisectoral case management approach with local government across their regions of operation. This task is a pillar of USAID-OVCIR broader capacity development strategy and roll out of Uganda’s National Child Policy, which includes institutionalization of Uganda’s national case management system. The multisectoral case management approach is anchored within a clinic community referral system that operates across clinics, schools and communities. The regional CM Specialist will closely coordinate with national leadership and regional operational, technical (Social Protection) and M&E teams to ensure planning and delivery of coordinated TA to regional teams and local government teams on the multisectoral HIV and GBV sensitive case management approach across all districts and sub counties to adopt and utilize national case management SOPS, processes, and tools, and establish effective referral pathways across clinics, communities and schools. The regional CMS will build on and strengthen existing structures and established best practices to strengthen multisectoral case management approaches.

 

Key Duties and Responsibilities:

  • Review and implement strategies for identifying eligible and target beneficiaries for OVC services and monitor employment of the right OVCs program intervention in line OVC program objectives
  • Coordinate and track beneficiaries receiving comprehensive OVC Services against set donor targets
  • Developing and monitoring the implementation of the quarterly activity operational OVC work plans
  • Coordinate, coach, mentor and institutionalize multi sectoral case management approach following MGLSD Case Management guidelines and procedures
  • Develop SOPs to establish strong clinic- community referral pathways
  • Support OVC WC Activity to develop MOUs and establish strong clinic and community partnerships and case management processes for rapid identification, assessment and enrollment of CLHIV and other highly vulnerable OVC (sexual abuse survivors, adolescent teen mothers) onto the program and effective clinic community referral pathways
  • Develop and lead capacity building programs for staff, SWs and community structure in addressing socio economic, child protection and other structural barriers to viral load suppression for C/ALHIV.
  • Coordinate targeted TA, coaching and mentoring to district teams and LGs to strengthen PSWs and community structure skills in addressing socio economic, child protection and other structural barriers to viral load suppression for C/ALHIV.
  • Design strategies to ensure case conferencing takes place between health facility and social welfare staff to support index testing, retention of care, ART adherence and viral load suppression for HEI and C/ALHIV
  • Provide mentorship, supportive supervision and coaching to the district teams and project staff in case management Policies and procedures
  • Work closely with Economic Strengthening Specialist and Care and Treatment specialist to design and implement approaches that ensures delivery of coordinated services to improve implementation and uptake of SRH/GBV and HIV prevention and economic strengthening services
  • Lead monthly and quarterly performance review meetings with local government and other key stakeholders using data to review progress, address bottlenecks and gaps across the case management cascade.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Master’s degree in sociology, social work and social administration, community development, community health, development studies or related courses
  • At least five years’ experience in OVC Case Management, HIV/TB, Nutrition related work with government institution or NGOs involved in community work
  • Skills in strengthening health and nutrition service delivery programmes, supporting referrals and linkages between and among communities and health facilities
  • Strong documentation, communication and inter-personal skills
  • Ability to work in a multi-disciplinary team with frequent travel to the field
  • Willingness to work in upcountry settings.
  • Knowledge of the relevant Uganda national Case management and Health policies, strategies and structures
