Human Resource Officer (HRO) Action 4 Health Uganda

The HRO will coordinate the key Human Resource functions of A4HU in line with the Organisation’s Vision,

Mission and Objectives.
Specific Responsibilities:

a) Recruitment
1. Offer technical support in the recruitment process in close consultation with management.
2. Support in the preparation of employment contracts for new staff.
3. Coordinate orientation and induction of new staff to ensure that new staff settle into their jobs well.

b) Staff benefits and Pay Roll Management
1. Ensure that the HR compensation and benefits package is regularly updated and understood by all staff.
2. Manage staff medical cover and other benefits in line with the HR Handbook.
3. Ensure up-to-date agreement and compliance with contracts and provide effective communication with staff and service providers.
4. Prepare monthly payroll amendments and coordinate the monthly payroll with the Finance office.
5. Support the Finance team during salary payments.
6. Ensure pay slips are issued to all staff every month, and regular payroll system backups are conducted and filed separately.

c) Staff Files Management

1. Maintain an organised filing system and personal files for all staff.
2. Maintain leave records and updated leave schedules.
3. Establish and maintain a leave tracking system for all staff.
4. Ensure that staff employment contracts are up to date.
5. Prepare regular HR status reports.
6. Conduct the HR file audit checklist quarterly to ensure personnel files are complete, organised and secured.

d) Performance Management
1. Receive and maintain staff appraisal schedules and ensure that line managers carry out staff performance appraisals on time.
2. Ensure Staff Development and Capacity Building in line with recommendations from appraisals and in consultation with management, develop a schedule and support staff to undertake relevant training, skills building and capacity building to bridge identified capacity gaps. Where funding is unavailable, devise alternative means of capacity development in line with departmental heads and supervisors.

e) Custodian of Organisational policies and regulations
1. Ensure that all staff are aware and updated on the organisational policies, culture and guidelines.
2. Conduct regular reviews and recommend to management adjustments to policies to match the changing environment. Communicate, orient and train staff regularly on any changes to policies.

f) Staff welfare, disciplinary actions and grievances
1. In close collaboration with the line supervisor, offer technical support on issues relating to organization policies and regulations, staff welfare, discipline and grievances as stipulated in the HR Handbook.

g) Exit Management
1. Conduct exit interviews, analyse findings and submit recommendations to reduce staff turnover.
2. Facilitate exit clearance in liaison with line managers and other departments.
3. Liaise with Finance team to calculate terminal benefits.

Required Qualifications, Experience and Competencies:
1. Minimum of bachelor’s degree in Human Resource Management or Human Relations Management.
2. 3-4 Years of reputable and professional work experience in an NGO environment.
3. Self-driven and dynamic individual.
4. Effective organisational skills.
5. Ability to form working relationships with people at all levels.
6. Strong teamwork and interpersonal skills.
7. Diplomacy and ability to deal with situations that are stressful to others.
8. Meticulous attention to detail.
9. Excellent communication skills.
