About the Role

GOAL is currently seeking to recruit a Finance & Admin Officer based in Lira. If you are familiar with working within the international development aid sector and have a strong background in the areas mentioned, then this role is perfect for you!

 

The Finance and Admin Officer is responsible for ensuring internal controls are in place and being followed at all times, the field office has adequate cash flows for smooth running of its’ operations, adherence to the GOAL finance manual and representative for HR on personnel matters.  The post holder will work closely with the Field Systems Manager and in liaison with the Financial Coordinator and Head of Human Resource Resources

 

Qualifications, Skills and Experience:

To be successful in this role, you will need:

Essential

  • A Bachelor’s degree with accounting option from any recognized Ugandan University
  • Past working experience of at least 3 years in a similar position
  • Excellent outgoing personality with excellent communication and training skills
  • Ability and willingness to work in a remote area.
  • Excellent computer skills including proficiency in Microsoft Excel and Word and knowledge of advanced excel will be an added advantage.

Desirable

  • CPA/ACCA part qualified or full is an added advantage

Key Duties and Responsibilities:

Finance

  • Month-end Reporting: Timely updating of Field office monthly cashbooks.
  • Safe custody: Maintain safe custody of the organisation cash kept at the field office.
  • Payments: Timely processing of cash payments to staff and suppliers based on approved payments requisitions
  • Monitoring floats outstanding and ensure they are timely cleared as soon as activities are completed.
  • Budgeting: Provide support to the Programme Manager in developing accurate and realistic project and annual budgets
  • Monthly Budget Monitoring Reviews: Providing support to programme manager in reviewing monthly Budget Monitoring Tools (BMT) as well as updating forecasts.
  • Reporting: Provide timely and accurate weekly and monthly financial reports to Kampala Finance Team.
  • Liaising with Finance in Kampala as necessary on finance related matters.
  • Liaise with banks on any financial related matters.
  • To support the organisation in ongoing risk management at a field level and to support the fulfilment of the GOAL Uganda finance plan objectives.
  • Ensure that monthly fund request is sent to Kampala by the end of the month for the coming period.

HR

  • Act as HR focal person for the programme
  • Monitor staff leave and ensure that annual leave plans are in place and leave is requested and authorized through the online leave tracker.
  • Ensure all new staff have signed their contract of employment and copies of all relevant HR documents are kept up to date in the Lira HR files while originals are sent to the Kampala files in line with HR guidance.
  • Ensure that all payslips are appropriately authorised, delivered to staff with staff acknowledging receipt and storing the electronic copies confidentially.
  • Ensure that 100% timesheets are filed on a monthly basis.
  • Ensure that all staff have completed all performance appraisals.
  • Ensure that all staff are appropriately inducted in line with HR guidance.
  • Update the HHR on any staff wellbeing issues for proper follow up.

Logistics and Procurement

  • Physically participate in the 30% monthly stock count and 100% Biannual stock take
  • Physically participate in the 30% monthly and 100% biannual Fixed asset check
  • Participate in supplier due diligence, supplier mapping and assessments conducted at field level
  • Update payment tracker with supplier proofs of payments on monthly basis

General description of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

 

GOAL Uganda has a skilled team of approximately 120 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Fortportal, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
