About US:

The Uganda Electricity Distribution Company Limited (UEDCL) is a limited liability company incorporated in Uganda under the Companies Act. UEDCL owns the 33KV and below voltage electricity distribution network and all the operational assets associated with the business currently leased to Umeme Ltd. The company monitors Umeme Ltd’s investment and distribution of power in Nine Service Territories covering over 74 Political Districts; it operates the Pole Treatment Plant at Lugogo, and also executes some Rural Electrification Schemes on behalf of the Ministry of Energy and Mineral Development.

 

Job Summary:  The Senior ICT Officer will be responsible for managing and supporting all aspects of information and communication technology within the organization. Your role will involve ensuring the smooth operation of computer systems, networks, software, and hardware, providing technical support to employees, actively contributing to systems analysis, design, and application development, and supervising a team of ICT professionals.

 

Key Duties and Responsibilities:

ICT Infrastructure Management:

  • Install, configure, and maintain computer hardware, software, and peripherals.
  • Monitor and maintain the organization’s network infrastructure, including switches, routers, and firewalls.
  • Troubleshoot and resolve hardware and software issues, both independently and by coordinating with external vendors when necessary.
  • Perform regular system backups and ensure data integrity and availability.
  • Monitor network performance, identify potential security threats, and implement necessary measures to protect the organization’s data and systems.
  • Administer user accounts, permissions, and access rights to ensure data confidentiality and integrity.
  • Implement and maintain effective backup and disaster recovery plans.
  • Stay updated with the latest trends and technologies in ICT security and make recommendations for improvements.
  • Assign tasks and projects to team members, ensuring timely delivery and high-quality outcomes.
  • Implement ICT strategies aligned with the organization’s goals and objectives.
  • Evaluate and recommend new hardware, software, and technologies that enhance productivity and efficiency.
  • Plan and execute ICT projects, including system upgrades, network expansions, and software implementations.
  • Conduct regular technology assessments and propose solutions to address gaps or inefficiencies.
  • Collaborate with stakeholders to identify ICT needs and requirements.
  • Conduct systems analysis to determine the most suitable hardware, software, and network solutions.
  • Design and implement ICT systems and infrastructure, ensuring scalability, security, and efficiency.
  • Develop and maintain custom applications, ensuring functionality, usability, and adherence to business requirements.
  • Test and debug applications, resolving issues and implementing necessary improvements.
  • Integrate and interface different systems and applications to streamline processes and enhance productivity.

User Support and Training:

  • Provide technical support to employees, troubleshooting hardware, software, and network-related problems.
  • Assist users in setting up and configuring new workstations and devices.
  • Conduct training sessions and create user manuals to enhance employees’ ICT skills and knowledge.
  • Respond to user inquiries and provide guidance and assistance in a timely manner.

Documentation and Reporting:

  • Maintain accurate documentation of hardware and software inventory, network configurations, and user support activities.
  • Generate regular reports on system performance, incident resolution, and ICT-related metrics.
  • Ensure compliance with relevant ICT policies, standards, and regulations.
  • Other duties as may be assigned by your supervisor

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Computer Science, Information Technology, or a related field. A Master’s degree in a relevant field shall be an added advantage.
  • Professional Certifications in IT shall be an added advantage.
  • Work Experience of not less than 6 years.
  • Experience as a supervisor for at least 2 of the 6 years.
  • Strong knowledge of computer systems, networks, and software applications.
  • Proficiency in troubleshooting hardware, software, and network issues.
  • Familiarity with network security principles and best practices.
  • Experience in systems analysis, design methodologies, and application development.
  • Proficiency in programming languages (e.g., PHP, Python, C#).
  • Knowledge of web development frameworks and technologies (e.g., HTML, CSS, JavaScript).
  • Experience with databases and SQL.
  • Excellent leadership and team management skills.
  • Effective communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Detail-oriented with strong organizational skills.
