Background

TOTALENERGIES EP UGANDA, the operators of the Tilenga project, are committed to promoting economic development and national industrialisation. Implementing an industrial development plan is a long-term undertaking and requires training people, capital investment and maintaining a steady level of activity so that the production base created survives and thrives.

 

To fulfil this mandate TOTALENERGIES EP UGANDA has contracted Zoramu Consulting Group (ZCG) and Invest in Africa (IIA) together with its Consortium Partners to set up an Industry Enhancement Centre (IEC) intended to build capacity among Ugandan companies and position them to competitively participate in the country’s Oil and Gas (O&G) sector. The programme is anticipated to run for about 3 to 5 years.

 

The IEC will provide enterprise development, training and capacity building services for Ugandan Companies and other Registered Entities; Provide visibility over demand of opportunities in the petroleum subsector to Ugandan enterprises and be a support tool for Ugandan SMEs by integrating supplier development training programmes and initiatives. The Training programmes may include, but not limited to the following: Health, Safety and Environment (HSE), Quality Management Systems, Offers and Contracts, Supply Chain Management, Human Resource, Marketing Management and Business plans etc.

 

As such the JV of IIA and ZCG are seeking to fill the position of Programme Manager who will be responsible for the overall management and execution of the programme.

 

Key Duties and Responsibilities:

  • Leading the development of the IEC’s short and long-term strategy, ensuring their alignment with short-term and long-term objectives.
  • Oversee the overall programme planning and execution covering key technical and operations work-streams for the set up and implementation of the IEC.
  • Supervise the project implementation team, consortium partner representatives and programme consultants to ensure an efficient delivery of the programme objectives.
  • Support as well as oversee the development of the capacity of the Ugandan project staff (through training, coaching and mentoring).
  • Preparation of annual work programmes and budgets for the IEC.
  • Monitor IEC funding inflows, project spending against budget, preparation and submission of required program progress and financial reports on a regular basis.
  • Lead the Monitoring and Evaluation team to develop and track relevant project outcomes, documents and systems for the M&E framework and monitoring tools.
  • Prepare IEC progress reports for internal and external use according to the contract or specifications required by the client.
  • Lead the engagement of key programme stakeholders and partners leading to the signing of key implementation MoUs.
  • Communicating with consortia partners, government entities and the public.
  • Manage supplier and stakeholder engagements; including organizing workshops, networking events and other information sharing activities on a regular basis.
  • Provide detailed advisory support, mentoring and coaching to businesses selected by the IEC for acceleration and/or incubation.

 

Person Specifications, Qualifications & Experience

  • A Master’s degree in either Economics, Finance, Accounting, Supply Chain Management, Project Management, Business Development studies or any other relevant field. Minimum of at least 15 years working experience of which not less than 10 years must be in a senior leadership and management role.
  • Experience in running capacity building programmes from design to successful.
  • Experience of SME business enterprise development and financing.
  • Previous experience of working the oil and gas sector with excellent knowledge of the oil and gas legal and regulatory environment, enterprise value chain and linkages, knowledge of the legal and regulatory environment relating to national participation (local content) would be an added advantage.

  • Proficiency in Microsoft office packages; skills in report writing and M&E tools.
  • People management skills and experience in line with managing teams.
  • Stakeholder management including both private sector, multi-lateral agencies and Government.
  • Joint venture management
