Ministry of Gender Labour and Social Development Jobs in Uganda : Skills Development and Employability Specialist

Following Cabinet approval of Green Jobs and Fair Labour Market Programme and further directive on the Pilot of Songhai Model on a Government Land in December 2016. The Ministry of Gender, Labour and Social Development has kick-started the implementation of the Programme. The programme is aimed at creation of green and decent employment, enhancement labour productivity, and reduction of poverty reduction. The programme targets both educated and uneducated women and youth. Overall, the programme contributes to reduction of the high levels of unemployment among educated and uneducated through: –

  • Promotion of workplace re-skilling and skilling for educated and un-educated;
  • Promotion of resource efficiency and social safeguards at workplaces;
  • Enhancement for the productivity of workers and enterprises

Job Summary: The Skills Development and Employability Specialist will provide policy advisory services, project management, resource mobilization and research under the pillar of Apprenticeship that is primarily under work-based learning, especially the involvement of relevant Ministries’, Departments and Agencies (MDA’s), Social Partners and Development Partners in the skills development systems.

Key Duties and Responsibilities:

  • Design and lead the National Apprenticeship Schemes in key sectors of the economy such as oil and Gas, Tourism, Agriculture, Construction and Manufacturing,
  • Analyze economic and labour market trends and broader national development and employment priorities in order to help aligning of skills development policies and programmes with the broader policy frameworks and employment creation potential
  • Take lead in the development of Uganda National Work-based learning Policy and law.
  • Design and maintain a national platform on quality apprenticeships. Enrich the platform by providing technical inputs including useful tools for social partners, MDA’s and other stakeholders on lessons learned from implementation of work place based programmes.
  • Support MGLSD, MDA’s, social partners and other stakeholders in undertaking skills needs assessments and comparative policy analyses in the area of work-based learning, in particular quality apprenticeships.
  • Facilitate the effective participation of employers’ organizations and trade unions in skill development systems, especially skills and workplace related policy design, implementation, monitoring and evaluation.
  • Build and maintain cooperation between public and private training systems, industrial sectors and other important stakeholders and on systems linking training provision to needs of employers and emerging employment-creating industries and sectors.
  • Provide advice on how work-based learning, including quality apprenticeships, can meet the needs of employers and workers including those in the informal economy, with special focus on young women and men, persons with disabilities and migrant workers/refugees.
  • Design and operationalize Knowledge Sharing Platform (KSP) that promotes work place based skills development as an approach to increased employability.
  • Initiate the review of relevant institutional frameworks for work placed based learning, with improvements in stakeholder participation in implementation and evaluation of Government programmes on skills development and employment
  • Support the Partnership and resource Mobilization team in mobilizing financial and Technical resources for the implementation of quality apprenticeship in Uganda.
  • Any other duties that may be assigned from time to time.

Qualifications, Skills and Experience: 

  • The applicant must hold a Master’s Degree in Development, Economics, Labour, Human Resource Development, Technical and Vocational Education/Training or a related discipline from recognized university.
  • Eight years of professional experience in the area of Formulation of Policy and Strategy, Project Design, Management and Implementation Macro-Economic Policies, Employment Programming and Skills Development. Additional experience in the areas of formal and informal apprenticeship and entrepreneurship training will be preferred. Substantial knowledge/experience in resource mobilization is essential. International Experience in similar work is an added advantage. Experience in labour market analysis would be an added advantage.
  • Competencies:
  • Good knowledge of project formulation, administration and evaluation techniques and practices.
  • Good knowledge on the implementation of government projects and development processes of National policies and programmes.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration, implementation and evaluation of projects.
  • Excellent drafting skills.
  • Ability to communicate effectively both orally and in writing
  • Excellent analytical skills
  • Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
  • Good computer applications skills
  • Good organizational skills
  • Ability to work on own initiative as well as a member of a team
  • Ability to deal with people with tact
  • Ability to supervise staff
  • Demonstrated ability to consult and work with multiple partners, including government and social partners and to foster cooperation and effective networks;
  • Demonstrated ability to organize and facilitate meetings and workshops;
  • Demonstrated ability in gender mainstreaming will be an added advantage.
  • Ability to synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on adapting best practices to local needs and circumstances, accountability,
  • Concern for quality and standards, Leadership, Good Interpersonal and Communication skills, Ethics and Integrity.
