BACKGROUND AND RATIONALE OF THE PROJECT.

Welthungerhilfe e.V. was founded in 1962 and is today one of the largest, German non-governmental international aid agencies. The organization follows a vision of a world in which all people can exercise their right to a self-determined life in dignity, and justice, free from hunger and poverty. Welthungerhilfe’s fundamental principle is help for self- help and aims at strengthening structures from the bottom up. The Ugandan country program is engaged in Food and Nutrition Security, WASH, and Skills Development for the Youth in the emergency and development context. The Country Office is located in Kampala with Field Offices in Moroto, Arua, Yumbe, Katakwi, Amuria, Soroti and Fort Portal for a total of 190 staff. Welthungerhilfe is implementing a 3-year project in the area of Gender Equality, Menstrual Health Management and Sexual and Reproductive Health and Rights together with the partner organizations Kiyita Family Alliance for Development (KIFAD) and Straight Talk Foundation (STF) to gain funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) under the funding title Private Agencies.

 

It is against this background that Welthungerhilfe seeks the expertise of a qualified and experienced organization or individual to render services to develop a knowledge management strategy/roadmap for the partner organisations Kiyita Family Alliance for Development (KIFAD) and Straight Talk Foundation (STF).

 

Project objectives

The project aims at increased gender equality and economic empowerment of women and girls as well as improved menstrual health and SRHR services and products for women and girls in the targeted communities in the regions of Karamoja (Moroto, Napak) and Teso (Amuria, Katakwi).

 

Project objective: Improved livelihoods, increased uptake of quality MH, SRHR, and PSEAH services, and participation of 3,600 women and girls in decision-making processes.

Result 1: Gender transformative attitudes, practices, and processes in the target communities are promoted.

Result 2: At least 3,000 women and girls have increased access to quality MH, SRHR, and PSEAH services for women and girls in the target communities.

Result 3: At least 400 women in targeted communities have improved incomes.

Result 4: Demands from the district-level dialogue platforms are addressed in multi-stakeholder forums at the national level.

Result 5: The capacities of partner organizations in identified areas are strengthened.

 

Objective of the assignment

 

The partner organisations KIFAD and strategy/roadmap on organizational level organization.

STF will benefit from a knowledge management that will guide the knowledge management in each

 

Outputs

The consultant will be responsible for the following outputs:

  • Preparation of an inception report / detailed work plan with timeframe for each step
  • Mapping of existing knowledge materials and capacity-development tools in the organisations
  • Development of a knowledge management strategy/roadmap in a participatory approach together with KIFAD and STF
  • Finalization of the knowledge management strategy/roadmap in consultation with KIFAD and STF
  • Submit a final report to WHH

 

All tasks are to be closely coordinated with Welthungerhilfe, KIFAD and STF.

Deliverables and outcomes: Two practical knowledge management strategies/roadmaps tailored to the needs of KIFAD and STF respectively.

 

Experience and competencies of the consultant:

  • Possession of experience in facilitating the development of knowledge management strategies/roadmaps.
  • Proven experience in facilitating participatory co-creation workshops.
  • Demonstrated MEAL, organizational development and quality assurance expertise.
  • At least 5 years proven experience in similar assignments.
  • Clear, effective writer in English.

  • Provide a brief methodology or procedures on how to approach the development of a knowledge management strategy/roadmap
  • Company or personal profile (1 page)
  • Updated CVs (max. 3 pages)
  • Implementation Plan (using template in Annex 1)
  • Detailed Financial Proposal with daily rates (using template in Annex 2)
  • Any other information relevant to the assignment

 

When preparing the financial proposal, the following needs to be considered;

  • Workshop venue and meals during the workshops will be provided by WHH or partner organisations.
  • Laptops to be provided by the consultant.

Time frame

 

The proposed duration of this assignment is 10 days. 2 – 3 days of co-creation workshops with each partner organization, 2 days of preparation, and 1-2 days of follow-up including completion of the strategy/roadmap.

 

Indicative budget applications shall be received by 17th November 2023.

 

Only the successful applicants will be contacted and should be available for a meeting in the Welthungerhilfe office in Kampala (Muyenga) on 28th November 2023.

Welthungerhilfe reserves the right to hire one or more consultants depending on the need.

Welthungerhilfe is a Withholding tax agent, thus the resultant order / Contract will be subject to WHT per Cap 340 of the Uganda Income-tax Act. If the Supplier/ contractor is not WHT-exempted, then Welthungerhilfe is obliged to deduct (6% for nationals and 15% for non -Ugandans) of the contract sum and transfer the amount directly to U.R.A.
