About US:

Uganda Tourism Board (UTB) is a statutory organization established by Uganda Tourism Board Statute of 1994 and reconstituted in the Tourism Act 2008 with the following Statutory Objectives:

  • To promote and contribute to the Development of Tourism sector both within and outside of Uganda.
  • To coordinate with the Ministry responsible for Tourism and the private sector in the implementation of the National Tourism policy.
  • To carry out any other activities as are incidental or conducive to the attainment of the two objectives specified above.

 

Job Summary: The Quality Assurance Officer (Inventory and Classification Officer) is responsible for inventory, classification and grading of facilities and services, this shall produce tangible result for the institution in terms of numbers of facilities inventoried and classified.

 

Key Duties and Responsibilities:

Inventory of tourism and hospitality enterprises

  • Support and conduct inventory exercise of facilities to ascertain facilities that quality for classification
  • Documentation and archiving of classified enterprises
  • Provide guidance and follow up on expired stars

Capacity building and skilling of tourism and hospitality service providers along the value chain

  • Capacity building of tourism and hospitality stakeholders on Grading and
  • Classification of facilities though conducting training workshops to familiarize them with the required quality standards in the tourism sector
  • Organising training for sector players on the required standards as per regulations

Review of the existing Classification and Grading regulations and standards

  • Engage stakeholders on the review of grading and classification regulations and standards.

Hotel Classification and Grading

  • Follow up and detail the Hotel classification process
  • Phase one: Support registration and licensing of accommodation facilities
  • Phase two: Conduct a refresher training for assessors to re-tool them with the required skills and knowledge required to conduct and authentic and successful classification exercise.
  • Phase three: conduct an inventory exercise of facilities to ascertain those that quality for classification
  • Phase four: Advertise / announce the dates /period in which classification will be done, assembling of classification tools, logistics.
  • Phase five: Supervise the actual classification exercise where a team of EAC certified assessors visit the accommodation facility with all their tools and ensure that all department in the hotel are thoroughly inspected and given scores according.
  • Phase six: Supervise the assessors harmonizing the scores and filling the tally sheets from which a star rating of the facility is derived as per the EAC criteria. The results of all accommodation facilities are published in a newspaper of wide circulation.

Identification and Training of Certified Assessors

  • Identify, train and certify Hotel Assessors
  • Follow up on the maintenance and sustainability of established standards through different interventions

 

Key performance indicators:

  • Number of accommodation facilities registered, licensed and classified.
  • Number of restaurants classified and graded
  • Number of assessors trained.
  • Grading and classification criteria updated from time to time
  • Number of trainings conducted
  • Media publication of classified and graded facilities
  • Timely performance reporting (weekly, monthly, quarterly and annually)

Qualifications, Skills and Experience:

  • The applicant must hold an Honour’s Bachelor’s degree in either Tourism, Hospitality, Law, economics, Bachelor of Commerce, Bachelors of Business Administration or social sciences.
  • EAC Assessor’s certificate is an added advantage
  • A minimum of three years of work experience in a Tourism or Hospitality or in a busy and reputable organisation.
  • Knowledge and experience in classification of facilities shall be an added advantage
  • Highly diplomatic and tactful individual with exceptional critical reasoning skills who is detail oriented.
  • Effective interpersonal skills with the ability to work in a team setting
  • Track record partnership relations skills
  • Strong collaboration and development skills.
  • Proactive team player enthusiastic with high work ethics
  • High level of attention to details capable of efficient use of time and project management skills essential.
  • High personal integrity
  • Ability to work as part of a team
  • Results oriented
