Action Against Hunger-ACF, worldwide is recognized as a leader in the fight against malnutrition, with a purpose to save the lives of undernourished children while providing communities with access to safe water and sustainable solutions to hunger. ACF implements innovative and life-saving programs in the sectors of Nutrition, Food Security & Livelihoods (FSL), and Water, Sanitation, & Hygiene (WASH) through capacity building projects in collaboration with government structures. Over the past 30 years of ACF has been delivering robust operations in Uganda and has gained significant knowledge and expertise using a multi-sectoral approach to design and implement program intervention based on the context, geared towards long-term solutions to hunger both in refugee and Host communities. Since 2013, the organization has been worked in the refugee settlements of Northern and Western Uganda providing emergency response as well as long-term development interventions.

 

Job Summary:  The Gender Officer works closely with the Gender Manager in developing and implementing policies, programs, and initiatives that promote gender equality and equity in the community and workplace, identify gender gaps and needs, building capacity of employees, partners to plan, implement and monitor activities through trainings and resources to enable them understand and address gender biases and stereotypes

 

Key Duties and Responsibilities:

Ensuring effective program management

  • Work closely with Gender Manager in developing and implementing strategies to promote gender equality and equity in the workplace; support staff and implementing partners in the preparation of work plan, budget and reports on Gender.
  • Collaborate with department heads and employees to develop and implement policies and programs that address gender disparities
  • Consistently look for strategies and opportunities that enhance program impact on Gender.
  • Contextual analysis of the operational environment in relation to gender roles and responsibilities, gender dynamics and socio-economic trends.
  • Contribute to the development of an inclusive and supportive culture that values diversity, equity, and inclusion

Quality implementation, monitoring and evaluation

  • Monitor and evaluate the effectiveness of gender-related policies and programs, and make recommendations for improvement
  • Conduct research and analysis, reviews, assessments to identify areas where gender disparities exist within the organization
  • Facilitate regular planning and review meetings with partners and Action Against Hunger staff to fast track progress against target.
  • Assist in the investigation of complaints related to gender-based discrimination or harassment
  • Support partners to fast track their outputs on regular basis and advice on the improvement (referrals, training sessions, women and men trained).
  • Guide and follow up to execute recommendations.

Capacity building and training

  • Identify capacity gaps and design and facilitate training sessions for employees, partners such as gender awareness, women rights, property rights and decision making to help them understand and address gender biases and stereotypes
  • Develop and review training materials on gender best practices and methodologies.
  • Provide technical assistance to program managers and assistants on delivering of training sessions.
  • Continuously sensitization to project staff and partners on gender awareness.

Capitalization and documentation

  • Document best practices and lessons learned and ensure that they are widely shared with partners and other stakeholders.
  • Make sound contributions to knowledge networks and communities of practice.
  • Maintain regular communication on gender issues and related tasks with community leaders and relevant government offices.

Partnership and networking

  • Establish and maintain a good rapport with local government offices and community leaders.
  • Be a focal point person for gender matters amongst local and international actors.
  • Assist in the identification of partners and following up on reports as required.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s, degree in Gender Studies, SWSA, Development Studies, Social Sciences or other relevant field
  • At least five years of work experience with a focus on gender related interventions (including gender analysis, gender audit, GBV).
  • Partner Management experience
  • Familiarity with INGO project management procedures.
  • Experience in capacity building/facilitation skills.
  • Computer literacy with standard business software (including Word, Excel and Power Point).
  • Must be capable of working independently to implement the duties described above.
  • Conceptual thinker with excellent organizational skills, management skills and attention to detail
  • Conversant with national and global/international policies, laws on gender issues and related human rights.
  • Experience working with a range of stakeholders including government ministries, agencies, local officials is desired
  • Knowledge of the local Language is preferred
