Senior Manager National Impact and Influence Water For People

The Senior Manager National Impact and Influence is ultimately responsible for capitalizing on the work that Water For People has been involved in, in Uganda, over the last 10 years.
The Senior Manager natonal Impact and Influence will develop and manage Water For People’s influencing strategy at the national level in Uganda through advocacy, communication, programmatic and sectoral activities, and lead the execution of the country program’s influencing plan to contribute to the fulfillment of the D30 national impact strategy for the achievement of SDG6 in the country.

She/He will articulate plans and activities with the regional and global influencing team and provide internal and external influence leadership with the Country Director, local programmatic and communications team, as well as national, subnational, and local public sector partners; NGO, cooperation, and private sector partners in Uganda’s.

She/He will be the main point of contact in the Water For People program in Uganda and for the Global Hub regarding Influencing matters and will work closely with the Country Director and the Regional WASH Finance Advisor.

The position will take the understanding and learning that has been gained, during the last 10 years, and use it to inform and influence other sector actors at national level, especially government, to accelerate the achievement of SDG 6 in the country. This is essentially building on the Everyone Forever approach, and the efforts to stimulate and support Sanitation as a Business (SAAB). The position is responsible for the execution of activities to achieve the objectives of the national impact pathway of our Destination 2030 strategy.

S/he will provide leadership for national advocacy, influence and learning programs, specifically the tripartite (possibly four organizations) collaboration, in building national and regional capacity to establish and sustain universal services. S/he will build an assessment of the strength of national sector system building blocks, and a program of works, and series of collaborations (a strategy) to address identified weaknesses in that assessment, in consultation with national government and other sector players.

ESSENTIAL JOB FUNCTIONS & DUTIES:
INFLUENCE FOR SCALE AND 2030 DESTINATION
• Develop and implement a national influence and advocacy plan aimed at addressing sector challenges through stakeholder collective action. Manage national level initiatives aimed at strengthening the different national building blocks on Finance, institutions, Water Resources Management, Monitoring, infrastructure among others.
• Spear head review of the national WASH building block assessment and working with the One For All alliance and government, track progress in implementation of recommendation.
• Programmatic Tasks
• Develop and lead management and coordination responsibilities on issues of influence for Scale and One For All as well as for the Strategic Alliances and Fundraising for WASH.
• Coordinate national influence agendas with national programmatic experts in areas of development of market systems, finance and planning, national impact, water resource management, climate change, monitoring, evaluation and learning.
Advise, coordinate and implement the development of the One For All National Influence Plan as part of the Alliance with IRC, in coordination with the Country Director.
• Ensure that Technical Assistance is provided to key line ministries including the ministry of health, Ministry of Finance planning and Economic Development, Ministry of Education and Sports and Ministry of water and Environment on key strategic interventions leading to system strengthening towards the achievement of SDG6.

External Relationship Management
• Designing and securing buy-in and engagement form potential donors, to pilot programs, to address significant WASH sector challenge at scale.
• Support the Country Director to Map and build relationships with international agencies, platforms and alliances of the WASH sector in country.
Identify synergy opportunities with other Country teams in Africa.
• Internal Management and Support
• Line manage any staff dedicated to influence and advocacy activities
• Contribute to Water For People’s overall program and policy discussions, at a national and global level.
• Collaborate with WFP-Denver on implementing organization- wide initiatives related to influence and scale.

Learning and Reporting
• Together with the Senior MEL officer Contribute to incountry and regional learning environment among Water For People’s partners. Together with the Senior MEL officer Contribute to and develop the capacity of Water For People staff and partners to document their experience for learning, influence advocacy purposes. Personally, produce at least two substantive articles on the work in Uganda per year.
• Together With the Country Director, lead Country Program teams to represent and communicate Water For People’s model and story of progress to Everyone and Forever at conferences, convenings, and through written pieces for sector audiences.

QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:
• Minimum bachelor’s degree or professional qualification in a relevant subject (for example, Finance and Economics, development studies, community health, business, Marketing, Water and Sanitation).
• Master’s Degree is a must in a related field.
• Minimum of ten years of experience working directly with National governments (Ministries, Agencies, Donors, Finance institutions etc) in Uganda on development challenges including WASH
• Understanding of political technical, social and institutional issues relating to water, sanitation and hygiene education in developing countries.
• Significant experience with influence for change
• Demonstrated Experience in systems strengthening, and management of Water, Sanitation and Hygiene Projects Proven leadership and staff management skills. Relationship building, including experience in developing relationships with government and donor agencies at a senior level.
• Ability to think clearly and analytically.
• Ability to communicate clearly in English, both orally and written. Ability to plan own work, setting priorities and completing it under pressure or when faced with competing demands.
• Ability to motivate and lead a multi-disciplinary team. Collaborative and flexible management style and willingness to learn from others.
• Experience in managing change

EMPLOYMENT CONDITIONS:
• Position is based at Water For People’s Uganda office.
• Up to 30% time commitment to travel internally, for local and national meetings, plus travel to Denver and other sites for organizational meetings as needed.
• Normal office environment.
• Legally authorized to work in Uganda
• Willing and able to reside in Kampala
